*NATIONAL TRAINER TO PROVIDE A TRAINING PROGRAM *

*ON SCHOOL GOVERNANCE*

Project *“Improving child education quality and development for **ethnic
minority children in Hoa Binh province”*

*I.  AIDE ET ACTION BACKGROUND*

Aide et Action International (AEA) is an international NGO, headquartered
in Geneva, Switzerland. AEA International began its programs in 1981 and is
now working in more than 20 countries across Africa, the Caribbean, Europe,
South Asia, Southeast Asia and China to support the development of
sustainable education projects with our belief in the universal right to a
quality education. Each AEA intervention is based around this ethos.

In Vietnam, AEA started working in 2003. Our approaches focus on early
transformation during two time periods which are most critical in a child’s
schooling, Early Childhood Care and Education (ECCE) to basic education.
Over 10 years of experiences along with local communities, partner
organizations, and governments, we have implemented a number of projects in
various locations.

*II. RATIONALE*

Aide et Action is implementing the project *“Improving child education
quality and development for ethnic minority children in Hoa Binh
province” *from
2015 through 2018 with the aim to improve child development and the quality
of education for children from 0-8 years old. The project focuses on ethnic
minority children living in 3 communes of Doan Ket, Vay Nua and Tien Phong
in Hoa Binh Province through enhanced teaching pedagogies, participation of
parents, and well-informed policymakers.

Under the project framework, it is essential to promote dialogue
opportunities between parents and school management board in order to
encourage school’s accountability and parents’ active participation in
improving
the quality of care and education of ethnic minority children. To achieve
that, several training courses will be organized in Tien Phong commune
preschool and primary school to provide teachers and parents of ethnic
minority children with understanding and insights about child rights and
school governance practices.

*III. OBJECTIVE*

To develop materials and provide training courses for Tien Phong commune
pre-school and primary school teachers and school management boards and
students’ parents so that they are aware of the importance of childrights
and effective school governance.

*IV. SCOPE OF WORK*

After familiarizing her/himself with the project’s proposal, reports and
other relevant documents the national consultant under this assignment will:

-       Prepare a training plan for 2 target groups:

(1) teachers and school management board from Tien Phong pre-school and
primary school

(2) parents of ethnic minority students from Tien Phong pre-school and
primary school

-       Conduct 2 training courses, including a course on effective school
governance and a course on child rights, for every target group.

*VI. DELIVERABLES*

The specific outputs will be:

   - A training plan on effective school governance and child rights for
   teachers and school management board in Tien Phong pre-school and primary
   school
   - A training plan on effective school governance and child rights for
   parents of children in Tien Phong pre-school and primary school
   - A training package for Tien Phong pre-school and primary school
   teachers and school management board including (1) a two day training
   course on effective school governance and (2) a two day training course on
   child rights
   - A training package for parents of ethnic students in Tien Phong
   pre-school and primary school including (1) a two day training course on
   effective school governance and (2) a two day training course on child
   rights
   - A report on eac at the end of each training package.

*VI. QUALIFICATION AND COMPETENCIES*

-       Vietnamese citizen with bachelor degree in social sciences,
psychology, sociology, public health, development studies or other relevant
disciplines; higher degree is preferred

-       At least 5 years of experiences working in development sector,
experience with ethnic minority groups in Vietnam is an asset.

-       Familiar with human right based approach and learner-centered
training methods

-       Experience in the course required expertise.

*VIII. MANAGEMENT OF THE ASSIGNMENT*

-        The training courses will be carried out in Tien Phong commune,
Hoa Binh district

-        The contract will be signed in accordance with AEA regulations and
guidelines for the contracting of consultants. The assignment will be
directly managed by the project manager in the planning, content developing
and finalizing the tasks assigned.
