MANAGEMENT SYSTEMS INTERNATIONAL INC. (MSI) is currently seeking a short term consultant for the position of National Higher Education Specialist for the USAID- funded Vietnam Evaluation, Monitoring, and Survey Services. The project is assisting USAID/Vietnam in designing and implementing various evaluations, monitoring surveys, and performance management studies. The project is also providing monitoring and evaluation training to Mission staff and implementing partners.
Position Summary:
The short- term consultant is a Higher Education Specialist to join the MSI technical team to conduct the Performance Evaluation on Building University- Industry Learning and Development through Innovation and Technology Alliance (BUILD - IT) Project.
This is a full-time position for the duration of the evaluation. The consultant is expected to report to the VEMSS office in Hanoi, with the possibility for field travel.
Responsibilities:
National Higher Education Specialist will:
• provide background information on the education sector in Vietnam;
• involve in all evaluation tasks as designated by the team leader;
• work closely with other team member to develop the assessment design, organize activities, conduct assessment activities,
• participate in the fieldwork and may be in-country travel;
• participate in the preparation and presentation of the key assessment findings and recommendations to the USAID/Vietnam team and implementing partners;
• closely work with other team members to prepare the Evaluation Reports and other deliverables;
• directly report to VEMSS Chief of Party.
Level of Efforts:
National Higher Education Specialist will position is expected to have 29 full-time working days around from March 15 – May 20, 2017.
Key qualifications:
• Strong experience and understandings of the higher education sector in Vietnam is a must;
• Experience evaluating internationally funded higher education programs, including a sound knowledge of technical approaches for building higher education programs focusing on applying technology and for developing government and private sector technology partnership programs.
• Expertise in quality assurance/accreditation of university programs plus institutional education policy is a preference;
• Must have a minimum of a Master’s degree in a relevant field, including education systems management;
• At least 10 years’ experience in performance evaluations of donor-funded projects;
• Excellent personal communication; fluent English speaking and writing skills are required;
• The Consultant will closely work with other team members to prepare the Assessment Report and other deliverables; directly report to the VEMSS Chief of Party.
• Having a good understanding of USAID programs, project implementation, administration, financing, and management is a plus.
