1. Introduction:

Our goal by 2026 is to reach 2 million girls from 1,875 ethnic communities in Vietnam so they can learn, lead, decide, and thrive.
Plan International Vietnam is looking for consultant(s) to carry out final evaluation of the project “Ethnic minority girls, boys, young women and men use the digital space to understand and claim their rights, access support services and raise their voice towards policy makers – EMPoWR” (7/2020 – 6/2023).
The purpose of the work is to access how far and to what extent the project has realized its overall project goal, to evaluate the project after three years of intervention, to identify key lessons learnt, and make concrete and feasible recommendations for promoting girls’ leadership and youth’s capacities in claiming their rights and shaping their future.
2. Timeline: The consultancy is estimated to be undertaken beginning March 2023 and to be completed by 16 June 2023 with the final report submission. Detailed timeline can be found in the attached TOR.

Consultant groups or consultancy firms, who are interested in taking this mission, please submit the proposal package in English via email VNM.Procurement4 at plan-international.org<mailto:VNM.Procurement4 at plan-international.org> referencing “EMPoWR project final evaluation” in the subject line, and including support documents as outlined.
4. Deadline of submission: the application should be sent no later than 24:00, 05 March 2023. Only short-listed consultant groups will be contacted for interview.
