The name of the working group has been changed to reflect a greater emphasis and redoubling of efforts in respect of hygiene. The new name is the Working Group on Water Supply, Sanitation and Hygiene (WASH-WG). A core group of members to the newly revitalized WASH-WG have now been defined and they had an inaugural meeting on January 28th. The purpose of this inaugural meeting was to review and update the Terms of Reference (ToR) for the WASH-WG and define Priority Actions for 2010. The proposed Priority Action areas for 2010 follow: 1. How to go from project scale to program scale: Experiences from sanitation and hygiene 2. O&M of small water supply systems( 3. New technology (low cost, appropriate technologies) 4. Sanitation subsidies  do they work? On 5th March 2010 a revised Draft ToR for WASH-WG and Draft Priority Actions for WASH-WG in 2010 were circulated to members for comment. Comments against the revised ToR for the WASH-WG and Priority Actions for WASH-WG in 2010 should be submitted by absolutely no later than Monday 29th March 2010. Philosophy of the Revitalized WASH-WG Core members explained that under the revised ToR, formal and informal dialogues will be intensified and strengthened through the revitalized WASH-WG, in close concert and shared purpose with the RWSS Sector Partnership, engaging directly the relevant government branches at all levels, the wider donor community and the private sector with shared voices forming an advocacy alliance in the spirit of harmonization and alignment. John Pinfold advisor to RWSS NTP II explained the need for NGOs implement actions with regard for the National Policy and to understand that all actions in the sector, including those by INGOs, are considered to be a contribution to the NTP II. Improving coordination and harmonization of all actors, working towards common targets, is central to Government’s Strategy for the sector. The term most aptly describing this is Socialization of the RWSS or WASH Sector. NGOs should self-assess how they are contributing to the RWSS NTP and National Strategy, and shape projects and programs to be more in alignment with GoV led efforts. Moreover the WASH-WG members need to find a common voice in the coming period in respect of communicating lessons learnt and innovative approaches and INGO strengths. This is especially timely and necessary as the GoV is now in the process of preparing a Program Design for the 3rd phase of the NTP, to follow on from RWSS NTP II scheduled to conclude at the end of 2010. Increasingly in Vietnam the international Donors supporting the WASH sector are following Sector Program Support and Direct Budget Support mechanisms and so are directing financial assistance into the Treasury. This is resulting in fewer funding windows for a large number of NGOs, and in order to have opportunities to join in the implementation of actions in the sector in Vietnam, it is increasingly important that NGOs, for example via the WASH-WG, communicate experiences and lessons learnt with a common voice to demonstrate their relevance to GoV and Donors and to make a case for increased role for NGOs. In particular focus on efforts to influence from the inside! Bruck Aregai reminded the working group that there are a number of good opportunities in 2010 for NGOs to highlight successful approaches and lessons learnt. In particular this year (i) the National Water Supply & Sanitation Reference Document needs to be updated for the period 2006 – 2010, (ii) the NGOs have been encouraged by AusAID to convene as early as possible a workshop to share results among one another and also for the benefit of Donors, the GoV and private sector stakeholders. Mr Vinh from PACCOM who is on the Rural Water Supply & Sanitation Task Force confirmed that the proposed direction of the WASH-WG in 2010 is in line with priority areas identified in the National Strategy and the 2004 Joint GoV-Donor Sector Review. In particular: - Operaration & Maintenace of small water supply schemes - Sanitation marketing and hygiene promotion - New and appropriate technologies. Mr Vinh suggests that there is a need among WASH sector practitioners in Vietnam to have greater access to new reference documents / publications that summarise the experiences of the NGO community in respect of these main themes. PATH Safe Water Project Mr Vo Xuan Hoa from PATH in Vietnam presented the results of a research study to learn more about the degree to which commercial market forces can fulfil need for safe water. The research study has been funded by the Bill and Melinda Gates Foundation. Implemented since early 2008, the research study has included phases on (i) Product Scan, (ii) Channel Analysis, (iii) Consumer Study, (iv) Pilot the commercialisation of safe water products. In the current and final phase of the Project PATH are undertaking a fifth research activity on market segmentation. Partners for the market segmentation research include IMS Health (Singapore) and Indochina Research Ltd. The study to learn about the availability of Household Water Treatment & Storage (HWTS) products stocked by commercial vendors in Vietnam surveyed some 261 outlets in 8 provinces across the country in urban, peri-urban and rural areas and including supermarkets, market stalls, home appliance shops, hardware stores, pharmacies, etc. Of all outlets surveyed only 39 % stocked HWTS products, and most of these were in urban and peri-urban areas. So far the small scale private sector / commercial distribution network remains limited in rural areas. Cost is a barrier to the uptake of HWTS. One adopted strategy of PATH is to identify and introduce for the benefit of rural consumers some very low cost, high efficacy, simple systems of HWTS. This led PATH to collaborate with the producers of a project AQUATABS®. 1 tablet retails for 700 VND, and is sufficient to purify (i.e. remove all microbial pathogens) 20 Liters of water. PATH’s approach has included testing the viability of a household door to door sales / local motivator approach, which at least in the case of An Giang province has yielded good results in terms of uptake of the system. The motivator is very important for the responsible promotion of AQUATABS® as consumers need to understand the importance of keeping AQUATABS® treated drinking water in a sealed container with lid and tap. The results of the PATH research provide valuable information that can further direct interventions on the subject of household water treatment and storage in rural Vietnam. Of nine prospective channels for the distribution HWTS products, the PATH study has ascertained the characteristics of different channels in terms of (a) reach and access, (b) commercial orientation, (c) distribution capabilities, (d) structure and decision making. Through this process PATH propose 5 especially viable channels, and suggest strategies for strengthening and expanding specific channels. In the final phase on market segmentation the joint research team of PATH, IMS Health and Indochina research seek to learn about consumer’s behaviours and attitudes towards household level water treatment and storage, which is hoped to better inform marketing strategies, development of more suitable products and technologies for HWTS, and marketing messages. This phase of research is being undertaken in 16 provinces nationally. To disseminate results further and to foster partnerships with NGOs, Government, Private Sector, Mass Organization, academies, etc there will be a Partner Engagement Forum to be convened in Hanoi June 2010. Members of the WASH-WG are welcome to join the Forum. According to representative of the distributor ZUELLIG PHARMA, AQUATABS® were tested by Vietnam’s Ministry of Health. It has also been tested in other countries and various reports about the efficacy of the product are available upon request. In Vietnam AQUATABS® was sent to various academy and institutes (e.g. National Institute of Hygiene & Epidemeology) and all tests came up positive and no known health side affects. The National guidelines for water, sanitation and hygiene in flooded areas produced by the MOH recommend AQUATABS®. Updating the Water Supply & Sanitation Reference Document Miss Ngoc from the RWSS Sector Partnership gave a brief reminder to WASH-WG members requesting organizations to update / add their profile to the Water & Sanitation Sector Reference Document. The last version was printed in February 2007 and the Partnership plan to update in 2010, with priority given to the web-based version of the reference document. Responses as soon as possible will be most appreciated. WASH-WG Chairman Bruck Aregai reaffirmed the importance of updating the reference document. Apparently many of the NGO working groups in Vietnam have quite strong websites introducing the work of member NGOs and disseminating knowledge and advertising events, so on and so forth. So far the WASH-WG website is comparatively underdeveloped and the members of the working group are asked to consider supporting a plan for 2010 to make the web presence stronger. To what extent this will overlap with the online version of the WSS Reference Document,. RWSS Sector Partnership, and / or the CERWASS website, requires comment and suggestion. Rural Water Supply & Sanitation Workshop The Core Group of the WASH-WG met in Da Lat for a workshop early in 2010. This workshop highlighted a total of 18 possible topics for a larger and more inclusive and all encompassing workshop to be hopefully convened in the first half of 2010. The RWSS Sector Partnership shared with the WASH-WG the complete list and has requested as soon as possible the most important topics so that the Partnership and Core Group can plan the workshop and request contributors, basing on smaller number of total themes. The initial list follows: Integration of health concerns into RWSS Planning and Implementation The role of private sector and banking system in RWSS Appropriate technology for RWSS Technical assistance in RWSS Experiences for decentralized waste water treatment plants with low O&M cost How to mobilise funds from government sources for hardware / construction? International experiences on low cost sanitation options and sanitation marketing New lessons learned and experiences and challenges of Community Led Total Sanitation Hand washing project in Vietnam by WSP and experience sharing Rasing community interest in sanitation options – the importance of IEC Hygiene promotion and behavior change – how de we do this and then measure results? The role of community based work in the above 2 topics, in particular the importance of bringing in people through a participatory approach for improved owernship and sustainability. Access to poor and ethnic minority people in reomote areas, sharing challenges and lessons learnt. Sharing appropriate models of school latrines (in different conditions, with or without water) Sharing appropriate models of latrines with North West mountainous people National targets on RWSS: Feasibility, progress and policies Effective models on rural water supply system management IEC/BCC on RWSS The above list includes many items that refer to specific presentations rather than broader themes. The wider community of WASH-WG members should as soon as possible make suggestion of up to a maximum of 6 – 8 Themes. Later the RWSS Sector Partnership will make a CALL for papers and presentations. Red River Delta Project Rick McGowan the Team Leader for preparation of the 2nd Phase of the World Bank’s Red River Delta Rural Water Supply & Sanitation Project asked for any models of very good designs for latrine models adapted to the specific conditions of the Red River Delta. Lene Jensen (MOH Advisor) suggested that a request should be sent to ListServe. Mr Vinh from PACCOM said that good designs are available but that Mr McGowan’s project would have to pay for these designs. Donor Funding Opportunities DFID from Great Britian are coming into the WASH Sector in Vietnam from 2010 with a commitment of 17 Million British Pounds. DFID have put aside a few million Pounds for Technical Assistance. There may be opportunities for INGOs to provide technical assistance under the DFID program but it will be a competitive process. DFID are in the process of preparing a CALL FOR CONCEPT NOTES, perhaps coming out in April 2010 at earliest. * AusAID has new program of funding for NGOs on rural water supply and sanitation that will be open to all nationality of NGOs and covering the Asia Pacific Region. Any more information from AusAID about this funding mechanism as it relates to Vietnam is now being requested. * The EC have the Water Facility. More information about how NGOs in Vietnam can tap the EC Water Facility needed. * The Global Partnership on Output Based Aid (GPOBA) is a new financing mechanism suitable for the WASH sector that NGOs might be able to source to fund actions in the future.
