About the Asia Clean Energy Coalition(ACEC)

ACEC was launched in 2022 by a Secretariat that includes the Climate Group, the Global Wind Energy Council, and the World Resources Institute, bringing together expertise, credibility, and independence to enable corporate procurement of renewable energy and accelerate the overall supply of RE across Asia.

ACEC’s mission is to improve regulatory and policy frameworks to unlock private sector investment, enhance the efficiency of energy markets, and accelerate the deployment of large-scale RE for power sector decarbonization. Ultimately, this will support Asian governments in achieving both energy security and sustainable development goals.

To achieve this, ACEC unites a coalition of influential RE buyers in Asia, working in collaboration with sellers and financiers, to strategically influence policy and regulatory changes in key national and regional markets. By harnessing a unified voice, ACEC helps governments implement policies that capitalize on the investment, sustainability, and energy security benefits of corporate RE sourcing in Asia.

Through its efforts, ACEC amplifies global, regional, and local voices to advocate for national and regional market reforms and drive investment in clean energy solutions. Regulatory improvements will unlock private sector investment, facilitate access to financing, and accelerate the deployment of new RE across sectors, contributing to a clean, sustainable, and resilient energy transformation while advancing climate and development goals.

 

Position Summary

The Policy Manager for Vietnam will play a key role in advancing ACEC’s policy advocacy, supporting members in implementing RE procurement strategies, and promoting regulatory changes in Vietnam. The role requires a strong background in energy markets and involves working closely with government bodies, corporates, and ACEC members to help implement RE adoption, particularly focusing on Direct Power Purchase Agreements (DPPA) and other RE mechanisms. The Policy Manager will be responsible for translating customer challenges and feedback related to DPPA into actionable policy recommendations to support ACEC’s advocacy efforts.

 

Key Responsibilities

Policy Advocacy and Strategy Development:

  • Lead ACEC’s advocacy efforts in Vietnam by engaging with government officials, regulatory bodies, and industry associations to promote policies that support renewable energy procurement and adoption. This includes driving the corporate DPPA framework, Non-commercial Rooftop Solar, and other mechanisms.
  • Develop and implement advocacy strategies that address key challenges, such as pricing, wheeling charges, and local regulatory hurdles, to enhance corporate access to renewable energy.

Support for Renewable Energy Procurement:

  • Act as the primary coordinator and advisor to ACEC members on navigating renewable energy procurement mechanisms, with a particular focus on DPPA processes.
  • Provide tailored assistance by facilitating access to relevant experts and resources, helping ACEC members address challenges in renewable energy procurement and adoption.

Energy Market Expertise and Policy Translation:

  • Utilize an in-depth understanding of the Vietnamese energy market to identify key issues and challenges faced by DPPA participants. Translate these challenges into actionable policy recommendations, and lead efforts to present these to government and regulatory stakeholders.
  • Ensure continuous feedback and review mechanisms with ACEC members to keep corporate buyers informed of regulatory developments.

Market Monitoring and Analysis:

  • Track and analyze the evolving regulatory and policy landscape in Vietnam’s renewable energy market. Monitor key trends, such as pricing models, market access issues, and emerging procurement mechanisms (e.g. DPPA, Rooftop Solar, etc.).
  • Produce regular policy briefs, issue updates, and talking points to keep ACEC members informed of key regulatory changes affecting DPPA and other corporate procurement mechanisms.

Stakeholder Engagement:

  • Build and maintain strong relationships with key stakeholders, including Vietnamese government ministries, corporates, industrial zones, and local industry associations. Engage regularly with provincial authorities to facilitate DPPA registration and the procurement process.
  • Support the Leader team at ACEC in high-level policy discussions and public forums to promote renewable energy adoption, and advocate for corporate interests in key regulatory spaces.

Event and Workshop Management:

  • Organize and participate in ACEC-hosted events, workshops, and networking sessions aimed at fostering dialogue around renewable energy procurement in Vietnam.
  • Lead discussions on policy challenges, DPPA implementation, and capacity-building initiatives to promote knowledge-sharing among ACEC members and stakeholders.

Cross-functional Collaboration:

  • Collaborate with ACEC’s internal teams and external partners to align policy advocacy with broader strategic objectives, such as expanding cross-border clean energy trading and supporting corporate engagement in Vietnam.
  • Provide input on regional clean energy projects relevant to Vietnam’s energy sector and contribute to ACEC’s initiatives in neighboring markets.

 

Qualifications

  • Education:
    BA/BS in Public Policy, Environmental Science, Energy, or related fields. Advanced degree preferred.
  • Experience:
    • Minimum 5 years of relevant experience in public policy, energy market regulation, or advocacy, with a focus on the Vietnamese renewable energy market.
    • Strong track record of working with Vietnamese government agencies and regulatory bodies in the energy or environmental sectors.
    • Experience advising corporates or organizations on renewable energy procurement and policy compliance in Vietnam.
  • Skills:
    • In-depth knowledge of the energy market and regulatory landscape in Vietnam, particularly in renewable energy and sustainability.
    • Strong communication skills in both Vietnamese and English, with the ability to clearly articulate customer challenges and policy asks.
    • Proven ability to manage stakeholder relationships and lead advocacy initiatives.
    • Strong project management and organizational skills, with experience managing events and workshops.

 

Preferred Qualifications

  • Experience working with renewable energy procurement models, such as DPPA, and advising corporates on energy solutions in Vietnam.
  • Expertise in translating technical energy market challenges into policy recommendations.
  • Familiarity with Vietnam’s renewable energy sector and market mechanisms, including financial incentives and regulatory challenges.
  • Public speaking and policy presentation experience.
