Background

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health initiative project funded by U.S. Agency for International Development (USAID) for the period of 2019–2027. It is led by FHI 360 along with core partners including Population Services International (PSI), Palladium Group, and Right to Care, with support from local implementing partners (IPs). 

In Vietnam, EpiC supports GVN efforts to create a sustainable health system that is responsive to the needs of clients throughout the country. Under the Global Health Workforce Initiative (GHWI), EpiC will help optimize planning and management of local resources to implement BHSPs (comprehensive PHC activities) in select districts and communes in three provinces. EpiC will strengthen the capacity of health staff and managers in response to new regulations related to DHC and CHS organization, function, and staffing, as well as PHC operational requirements. The project will support provinces to standardize and institutionalize capacity development for health officials and community health collaborator networks, and will implement workforce protections. Models for community-based PHC service delivery will be designed, tested, and refined collaboratively with local partners.

EpiC Vietnam is seeking a qualified consultant to support the implementation of Primary Impact (PI) activities under GHWI. The consultant will work closely with EpiC staff, provincial authorities, Departments of Health (DOHs), and local partners to strengthen health workforce capacity, advocate for health service package implementation, and enhance primary healthcare delivery in Vietnam.

The consultant will focus on key areas, including advocacy, capacity building, and technical assistance to implement and evaluate basic health service packages (BHSPs) and improve healthcare workforce training and systems.

Scope of Work

The specific tasks for this position include but are not limited to the following: 

  • Lead the work with provincial authorities, DOH and local partners to advocate for PI indicators integrated into provincial annual economic and social development plan.
  • Provide framework, mechanisms and collaborate with EpiC and local partners in developing BHSP costing and piloting BHSP in selected sites in HCMC and Can Tho to generate evidence of BHSP costs and effectiveness.
  • Collaborate with EpiC in working with local partners to institutionalize PHC staff’s training based on core competencies.

Qualifications

  • At least Master’s Degree in Public Health or related field.
  • Demonstrated experience in primary healthcare systems strengthening, including health workforce development.
  • Strong expertise in conducting advocacy, stakeholder engagement, and training for healthcare personnel.
  • Proven track record of developing and implementing health service packages or similar initiatives.
  • Familiarity with Vietnam’s health system, policies, and local government structures is preferred.
  • Excellent communication, analytical, and report-writing skills.

 

Evaluation Criteria: Proposals will be evaluated in accordance with the following criteria:
