General Summary/Background:

Chemonics International is seeking applications for a long-term, full-time Digital Transformation (Component 2) Team Lead for the USAID-funded Vietnam Higher Education Development Support Activity. This activity aims to support Vietnam’s Ministry of Education and Training (MOET) in modernizing and internationalizing the higher education sector, expanding access to quality education, and developing the necessary human resources, particularly in science and technology.

 

We are looking for individuals with a unique combination of skills in technology, digital transformation, and organizational strategy. The position will be based in Hanoi.

 

The Component 2 Lead will spearhead efforts to accelerate higher education digital transformation under the

USAID/Vietnam Higher Education Development Support (HEDS) project. This role requires a seasoned Vietnamese professional with a solid background in information technology applied to large organizations, including the education sector, and extensive experience in managing and advising on digital transformation initiatives. Reporting to the Deputy Chief of Party, this role will be instrumental in collaborating with MOET and key stakeholders to realize the ambitious vision of creating digital universities in Vietnam.

 

Principal Duties and Responsibilities:

Partner Engagement and Relationship Management

  • Develop and manage productive working relationships with multiple departments of MOET and technology leaders in partner universities to ensure responsive and targeted technical assistance and technology services that advance the digital transformation mission of MOET and the higher education system.
  • Represent the HEDS project to Ministry personnel, university technology leaders, USAID, other international donors in various venues to communicate project goals, activities, and achievements.

Strategic Planning & Roadmap Development

  • Utilize expertise in requirements gathering and organizational design to assist MOET in developing a strategic plan and roadmap for accelerating digital transformation, specifically to support the development of the MOET DX master plan 2026-2030.
  • Organize and lead multi-stakeholder processes to ensure realistic plans addressing financial, technical, legal, and institutional aspects, incorporating user insights and global best practices, and involving international experts and collaborators where appropriate.

Assessment of Existing Digital Transformation Initiatives and MIS Systems

  • Conduct a thorough analysis of technology usage within the higher education system, focusing on management of HE system and HEIs, including instructional delivery, quality assurance, research, and professional development.
  • Conduct a thorough assessment of the status of the Higher Education Management Information System (HEMIS) to meet MOET’s management needs, focusing on clarifying use cases, analyzing current data analysis capacity, and optimizing interconnection with HEIs’ and other national databases.
  • Utilize innovative User-Centered Design (UCD) methods to understand user interactions with technology, collaborating with MOET to design survey instruments and facilitate data analysis.

Vendor and Technology Partners Development & Engagement

  • Manage relationships with vendors and individual technical consultants to ensure that services provided are fit-for-purpose and advance the project’s mission.
  • Identify and foster strategic partnerships with Vietnamese and global technology experts and organizations to provide advisory services, training, and technology solutions aligned with MOET’s digital transformation goals.
  • Engage technology providers in pilots and encourage participation for scalable, sustainable, and costeffective technology solutions.

Technical Assistance & Pilot Implementation

  • Provide technical support to MOET and selected Higher Education Institutions (HEIs) for piloting and rigorous testing of technology solutions aligned with user needs.
  • Work with MOET and HEMIS data providers to improve data reporting, structuring, analysis, and visualization within HEMIS and the interconnection of HEMIS with HEIs and other national databases for effective higher education system management.
  • Oversee the co-creation approach with technology providers and universities, facilitating joint proposals, evaluations, and subsequent support for planning, execution, and evaluation of selected solutions.

Capacity Strengthening & Training

  • Design and manage training and capacity strengthening initiatives for MOET staff and relevant stakeholders in UCD research methodology, ensuring alignment with the digital transformation objectives.

Supervision and Team Management

  • Supervise and provide guidance to one staff member within the team, ensuring their professional growth, aligning their efforts with project objectives, and fostering a collaborative working environment.
  • Manage and oversee the work of numerous consultants engaged in various aspects of the project, providing direction, support, and coordination to ensure the effective execution of their responsibilities in line with the program’s goals and timelines.

 

Required Qualifications:

 

  • Master’s degree in information technology, Organizational Design, Data Analytics, Education or a related field. D. is valued but not required. 
  • At least 8 years of combined professional experience leading management information systems, education data, online education, higher education management, and/or digital transformation initiatives. Significant experience directly related to the higher education sector is strongly preferred.
  • Technical knowledge of MIS and similar system structures, design, implementation, and upgrading sufficient to supervise technical consultants and vendors is required.
  • Demonstrated expertise in requirements gathering, organizational design, e-learning, and data management.
  • In-depth knowledge of technology trends, particularly in educational settings, and familiarity with global best practices in the use of data and digital transformation within higher education.
  • Strong project management skills with the ability to oversee multi-stakeholder processes and collaborate effectively with diverse teams and stakeholders.
  • Excellent communication skills in Vietnamese and English, with the ability to articulate complex technical concepts to non-technical stakeholders.
