Technical Support Staff to support GDPM in development of the plan for implementation of Gavi MICs supported activities and monitoring AEFI related activities

VN#004 – Job Title: Technical Support Staff under Special Service Agreement (SSA) to provide technical assistance (TA) to support GDPM in development of the plan for implementation of Gavi MICs supported activities and monitoring AEFI related activities.

 

1. Background:

 

The WHO Viet Nam Country Office has provided support to strengthen the capacity of the General Department of Preventive Medicine (GDPM), Ministry of Health (MoH) for national emergency preparedness for and response to COVID-19 outbreak in Viet Nam in the past few years. 

On 22 August 2024, Gavi, the Vaccine Alliance sent the Decision Letter to Minister of Health of Vietnam announcing Gavi support to Vietnam under MICs for targeted interventions including support to GDMP via WHO Office in Vietnam for revision/development of policies/guidelines to prevent immunization backsliding and catch-up zero-dose children who missed any dose of routine vaccine during pandemic.

On 20 December 2023, Minister of Health issued the decision 4589/QD-BYT regulates the roles and responsibilities of GDPM regarding managing, planning and monitoring implementation of immunization program including monitoring adverse events following immunization (AEFIs) related activities, and setting policies, guidance related to immunization.

To support GDPM is acutely required to cover the above emerging tasks in the current context, the WHO Viet Nam country office is supporting GDPM to recruit a position to support the activities as follow: 

  • To support GDPM in development of the plan for implementation of Gavi MICs supported activities,
  • To support GDPM in monitoring AEFI related activities.

 

Terms of reference 

The SSA holder for the position will work under the direct supervision of the leader of Division of Immunization Management and Biosafety, GDPM, Ministry of Health, and with a close collaboration and guidance from the Health Security Team at the WHO Viet Nam country office to support the following activities:

  1. Support for the development of plan for Gavi MICs supported activities

Under guidance from GDPM and VDI sub-team, support for planning of Gavi MICs support activities including:

  • Provide support for the develop the draft plan including responsibilities, timelines and estimated budget for each Gavi MICs activities.
  • Support to coordinate with related departments, institutions for finalization of the Gavi MICs activities.
  1. Support GDPM to monitor/implement AEFI related activities
  • Synthesize information on AEFI globally.
  • Monitor and collect data and information related to AEFI in Vietnam.
  • Support the development of periodic and ad hoc reports related to AEFI in Vietnam.
  • Support investigation team for evaluating AEFIs in the provinces.
  • Support the development of legal documents, professional guidelines and directive documents related to AEFI.
  • Support the organization of workshops/training on AEFI cause assessment for provincial professional advisory committees and workshops, courses related to AEFI.
  • Coordinate the organization of meetings on assessing the causes of AEFI for the Advisory Committee on assessing the causes of serious adverse events, support the implementation of the Committee’s conclusions after the meeting.
  • Support the collection of opinions and feedback from other units on AEFI and propose solutions.
  • Support for reviewing the guidelines and regulations on AEFI activities to amend and supplement if necessary.
  • Support for coordination during the implementation of compensation activities for serious adverse events during the use of vaccines.
  • Support the development of a database related to AEFI; perform and report on the AEFI monitoring function (VL) as required by the Drug Administration of Vietnam. Perform other activities as assigned at GDPM

 

Expected outcome(s)

Enhanced GDPM capacity for planning and implementation of Gavi MICs activities and monitoring AEFIs with the following details:

  1. Support for the development of plan for Gavi MICs supported activities
  • Draft plan developed,
  • Meetings organized between GDPM-WHO for finalization.
  • Monthly progress report is submitted to GDPM and WHO.
  1. Support GDPM to monitor/implement AEFI related activities
  • AEFIs data collected, aggregated monthly,
  • Monthly progress report on activities support is submitted to GDPM and WHO.

 

2. Planned timeline:

 

4 months, 1 March 2025 – 30 June 2025 (the start date is subject to the fulfilment of the administrative procedure)

 

3. Specific requirements

a. Qualifications required:

  • Bachelor of Public Health or Doctor of Preventive Medicine

 

b. Experience required:

  • At least 2 years of relevant full-time experience

 

c. Skills / Technical skills and knowledge:

  • Immunization programs; health policy and guideline development

 

d. Language requirements:

  • Good English for writing and speaking

 

4. Place of assignment

Off-site: Hanoi

 

The SSA holder will be based at the Division of Communicable Disease Control, GDPM, MoH in Hanoi, Viet Nam

 

5. Medical clearance

The selected SSA holder will be expected to provide a medical certificate of fitness for work.

 

6. Travel

Travel may be required.

 

7. Budget

Monthly rate follows UN-EU cost norm equivalent to the required education qualification and experience. Travel costs excluded.
