ICEM – International Centre for Environmental Management is an award-winning independent technical service centre that assists government, private sector and communities to define and implement policies for sustainable development. Established in Australia in 1999, ICEM has its regional headquarters in Hanoi and is staffed by full-time international and national technical and administrative personnel.

 

ICEM works in Asia and the Pacific and focuses on climate change, water resources management, disaster risk reduction, renewable energy, environmental assessment, environmental economics, nature based solutions and biodiversity conservation. ICEM seeks to integrate environmental concerns with development through spatial planning, modelling, socio-economic analysis and environmental assessment tools. 

 

1) National Water Resource Engineering and Modeler

ICEM is now seeking to employ a Water Resource Engineering and Modeler (Vietnamese) on a two-year renewable contract. The candidate will report to the ICEM GIS and Modelling Manager and work in close interaction with relevant senior international colleagues.

Responsibilities

  • Work as a key member in the modeling and GIS team to develop, calibrate, and operate the opensource modeling packages applied in ICEM (eg. NAM, HEC-HMS, SWAT, HEC-RAS, MIKE, MIKE 11, MIKE 21, MIKE FLOOD, WEAP)
  • Integrate meteorological, hydrological, topographic, and geological data into models
  • Conduct modeling linked to water resources management, disasters, climate change and decision support system (DSS)
  • Support preparation of training and interpretative materials to accompany our modeling package
  • Process model outputs for mapping and visualization and Integrate model data into GIS (QGIS, ArcGIS) for spatial analysis, Model Analysis and GIS-Based Mapping
  • Support the development of decision support systems (DSS) using modeling results
  • Support research and planning teams in water resource management
  • Keep up-to-date with new modeling techniques and optimize simulation processes
  • Support to update GIS database for ICEM projects including maintaining ICEM’s metadata management system and Conduct GIS analysis and provide support in preparing GIS products
  • Conduct collection, preparation and digitization of spatial data; GIS analysis and provide support in preparing ICEM’s GIS products
  • Undertake spatial analysis of datasets as per project requirements
  • Prepare thematic maps and figures for analysis, presentations and reporting
  • Support the ICEM technical team in preparation of spatial materials, guidance on modeling tools and techniques for tenders and special events (eg. seminars, workshops and trainings) if required
  • Conduct other appropriate technical support activities as required

Qualifications

  • University post graduate degree, preferably in Water Resources Engineering, Environmental Engineering, Hydrology, Hydro-informatics, Natural Science, Mining & Geology or related fields
  • At least 2-3 years of experience in water resource modeling, hydrology, hydraulic simulations, GIS, mapping, data management and implementation in related fields
  • Proficiency in at least one hydrological/hydraulic modeling software: HEC-HMS, HEC-RAS, SWAT, WEAP, MIKE, WEAP; experience in model calibration and validation
  • Familiarity with meteorological and hydrological datasets (rainfall, water level, flow rate)
  • Experience in GIS (ArcGIS, QGIS) for processing topographic, land use, and flood mapping data
  • Ability to analyze raster data (DEM, remote sensing data) for modeling purposes
  • Working knowledge of hydrological databases: Geodatabase/ shapefile

Additional qualifications and skills

  • Ability to work independently and collaborate with teams effectively
  • Ability to use water modeling software support to Mapping and Decision Support System
  • Good computer skills – Microsoft Word, Excel, Power Point
  • Some knowledge on programing/coding

2) Environment Writer and English Editor

ICEM is now seeking to employ an Environment Writer and English Editor based in Hanoi, Vietnam, on a two-year renewable contract. The candidate will report to the ICEM Communications Manager and work in close interaction with relevant senior international colleagues. 

Responsibilities

  • Support ICEM’s global team through the review and editing of key internal and external deliverables in various medias in English.
  • Write key communications products such as briefs, blogs, articles, new items and case studies drawing from ICEM projects and activities
  • Support the development and implementation of ICEM’s editorial style and policies.
  • Review and contribute to key internal and external deliverables including but not limited to:
    • Grants, project proposals and concept notes; o Reports and technical deliverables; o Project, trainings and workshop presentations; o Research and discussion papers;
    • Publications and print materials (brochure, flyers, etc.) o Web material, blog posts and social media posts;
    • Other “marketing” material including PowerPoints, press releases and multi-media content.
  • Support other team members in the writing and development of key internal and external documents in support of ICEM’s goals and needs, based on key structures and information given. Qualifications
  • Master’s degree is desirable in related fields such as communications, environmental studies, publishing or in journalism with an environmental orientation.
  • At least 5 years of relevant work experience as a writer and editor
  • Competence with WordPress CMS or similar system
  • Competence with MS Office Suite

Additional qualifications and skills

  • Experience and interest in the fields of climate change and ecological sustainability.
  • Advanced capacities as a writer to international standard with experience in environmental fields
  • Strong knowledge and experience working with diverse teams to address copy editing across text, digital media and proposals
  • Experience in using social media platforms
  • Creativity, flexibility and ability to take initiative
  • Experience working with the Adobe Suite of media products such as Illustrator and/or InDesign

3) DSS/Web Application Developer

ICEM is now seeking to employ a Decision Support System/Web Application Developer in Hanoi, Vietnam, on a two-year renewable contract.  The candidate will report to the ICEM GIS and Modelling Manager and work in close interaction with relevant senior international colleagues. 

Responsibilities

  • Overall role: Support the design, development, deployment and management of innovative opensource geospatial web-based applications and decision support tools for climate risk informed planning and spatial analysis
  • System design and development: Provide input to the design and development of user-friendly, interactive, responsive and scalable web-based applications using the R programming language and its Shiny web application framework (or other software as applicable)
  • Data integration and management: Integrate multiple data sources, including databases, realtime data, and external APIs, into the DSS. Ensure data quality, consistency, and timeliness for accurate decision-making. Optimize the performance of the DSS, ensuring that it can handle large datasets and perform complex calculations efficiently
  • User interface development: Build and optimize user-friendly interfaces that allow users and decision-makers to interact with the system, run queries, generate reports, and visualize data. Implement advanced reporting features like dashboards, data visualizations, screening and ranking tools, and custom reports that help users interpret results and take action
  • IT system administration: Support the deployment, testing and management of web-based applications, including the use of Docker virtualization, and other IT administration tasks
  • Knowledge management and capacity building: Support the training of DSS administrators and users, as required, including drafting of technical manuals in English to international standard

Qualifications

  • A minimum of a BSc in computer science, software engineering or an information technologybased discipline, or demonstrated experience in web application development
  • A good knowledge of open source software systems
  • 3+ years of experience in R programming, including in the use of R-Shiny to develop web-based applications; supported frameworks and libraries: Leaflet, OpenLayers (display maps and GIS data); and HTML, JavaScript and CSS for building advanced user interfaces
  • 3+ years of experience in using spatial data (GIS) and web GIS; in installing and maintaining server software systems, and/or server administration (Linux and Windows)
  • 5+ years of experience in designing and developing websites, including styling of HTML with CSS
  • A willingness to learn and develop new skills as required. Additional qualifications and skills
  • A background or knowledge in environmental management, hydrology or environmental science, would be highly regarded
  • Experience in using Docker virtualization

 

4) IT Officer 

ICEM is now seeking to employ an IT Officer, based in Hanoi, Vietnam, on a two-year renewable contract. The candidate will report to the ICEM GIS and Modelling Manager and work in close interaction with relevant senior international colleagues.

Responsibilities

  • Overall role: Responsible for server administration, system security, software deployment, and technical support for DSS applications developed using RShiny, R, GeoServer, PostgreSQL/PostGIS, Docker, WordPress and other open-source technologies
  • Specific tasks:
    • Provide IT administration support of Linux servers (primarily) and Windows-based machines o Perform regular system updates, security patches, and backups o Optimize server performance, storage management, and resource allocation
    • Support deployment of completed web applications to ICEM’s Ubuntu servers and client machines (Windows Server and Linux distros)
    • Support server management of various applications that include RStudio Server, R Shiny, GeoServer; relational databases (e.g., PostgreSQL); Docker containerization, Kobo ToolBox, and WordPress content management systems; and other applications as required
    • Support development, deployment and management of applications using Docker containerization (including editing Docker files)
    • Troubleshoot any server-related problems, (e.g., with Docker images/containers, GeoServer,

RStudio, R Shiny and other applications) o Maintain detailed and accurate IT Admin manuals for each server (in English)

  • Ensure remote application backup and system recovery: organize automatic data backups on remote external servers (e.g., Geoserver databases, PostgreSQL databases, Shiny applications, Docker compose yml and other important configuration files); regular testing and verification that backups can be recovered
  • Manage a service to monitor all web applications are online 24 hours per day o Monitor system security and install updates for the operating system as required o Update applications as required (in consultation with the ICEM team) o Provide basic training on server management and system usage.

Qualifications

  • Bachelor’s degree or higher in information technology, computer science, IT system administration, or a related field
  • 5+ years of experience in Linux (and Windows) server administration and IT support
  • Hands-on experience with Ubuntu servers, cloud platforms, and networking
  • Extensive knowledge of web-based applications, including web GIS (e.g., Geoserver) and relational database systems (e.g., PostgreSQL) or similar applications
  • Experience in cloud computing, networking and security
  • Experience with Docker containerization
  • Programming expertise in R and Python would be highly regarded

5) Senior Finance Officer

ICEM is now seeking to employ a Senior Finance Officer based in Hanoi, Vietnam, on a two-year renewable contract. The ICEM Senior Finance Officer is responsible for the accounting and financial management of assigned projects. This role entails preparing and recording payment vouchers for project-related expenses, working collaboratively with the Project Coordinator and Project Manager in day-to-day project financial management, and consulting with the Finance Manager and Deputy Finance Manager for guidance and instructions.

Responsibilities

  • Process day-to-day payments for all project expenditures in compliance with ICEM policy and procedures as well as donor rules and regulations.
  • Review and verify the correctness of payment requests, including supporting documents in line with internal policies and procedures
  • Prepare journal entries and accurately and appropriately record the financial transactions into the accounting system
  • Maintain financial records in compliance with internal policies and procedures
  • Perform preliminary review of various contracts (procurement, services, workshop contracts, etc.) with regards to the accuracy of figures, dates, delivery terms, payment terms and other information of the contracts to ensure compliance with guidelines and regulations
  • Prepare monthly, quarter payment for Social Insurance, Taxes (PIT, VAT) and regular tax declaration, tax refunds, finalization and examination.
  • Participate in procurement process: review Request for Quotations, evaluate quotations received, and prepare financial evaluations.
  • Monitor and report on the financial income and expenditure of ICEM projects
  • Prepare periodically financial reports to donors for further review by the Finance Manager
  • Prepare cost estimate for missions, events, project budget forecasting and budget monitoring
  • Provide support in preparation of budgets for proposals and grants
  • Provide support in preparing project annual financial statements
  • Assist the Finance Manager with the preparation and coordination of the audit process
  • Liaison with the bank and government agencies on related issues
  • Assist the Finance Manager in implementing and maintaining ICEM internal control system and procedures
  • Undertake other duties as may be reasonably assigned by the Director Operations or Finance Manager

Qualifications

  • A minimum of bachelor’s degree in accounting and finance
  • At least seven years of professional experience in accounting, finance in international projects (working experience in accountant position of ODA projects is a plus)
  • Advanced proficiency in finance and accounting software
  • In-depth knowledge and experience in accounting, tax and insurance
  • Strong experience in budgeting and contract review
  • Experience in tax refund, tax finalization, project procurement for WB, ADB, FAO funded projects is preferred.
  • Good spoken and written English
  • Proficient use of MS offices and accounting software
  • Ability to work independently and efficiently, with strong teamwork skills
  • Strong analytical skills and results-oriented, honest and meticulous attention to detail
  • Good communication and coordination skills, capable of working closely with program staff and other departments
