Project Officer in Cooperation Support

Through the International Climate Initiative (IKI), GIZ has been commissioned by the German Federal Ministry for the Economic Affairs and Climate Action (BMWK) with the project for Support to Viet Nam for the Implementation of the Paris Agreement II (VN-SIPA II). The lead executing agency is the Ministry of Agriculture and Environment (MAE), further implementing partners are Ministry of Finance (MOF), Ministry of Construction (MOC) as well as the provinces of Quang Binh and Ha Tinh.

 

The project aims to support Viet Nam’s development pathway and its consistency with a just net-zero transition in line with the Paris Agreement, the Kunming-Montreal Global Biodiversity Framework (GBF) and the 2030 Agenda on Sustainable Development. The project works with MAE to address the Ministry’s specific capacity gaps regarding coordination mechanisms that continue to be a barrier to integrate climate and biodiversity considerations across key ministries and at provincial level. The agriculture sector is targeted in cooperation with MAE and selected provinces to boost capacity on Nature-based Solutions for Adaptation (NbSA). The project also serves as an interface for all projects in Viet Nam that are financed through IKI and promotes knowledge management and exchange, and the use of gender-responsive approaches in all instances and at all levels.

 

The project is looking for a national professional to fulfill the following position of 

 

Project Officer in Cooperation Support

Duty Station: Hanoi, Viet Nam

Contract duration: ASAP until 31 March 2028

 

Main responsibilities:

  • Provide strategic guidance and contribute to the development of the vision and strategy of the VN-SIPA II project;
  • Liaison to and with the Project Steering Committee, Project Implementation Team (PIT) particularly among the Focal Point Persons from related line ministries/ provinces as well as respective facilitation of the cooperation;
  • Assist the National Steering Committee in implementing Viet Nam’s commitments at COP26;
  • Support PIT and GIZ in developing the TORs for project activities;
  • Support the Department of Climate Change (DCC) and GIZ in implementing tasks related to joint project activities such as preparation of annual work plans, reporting and M&E;
  • Support DCC and GIZ in fulfilling the reporting requirements in line with the existing regulation of Viet Nam and requirements by the commissioning party;
  • Support research and study activities on relevant climate change topics that will benefit the further development and innovation of the joint project activities as well as that of the long-term development of the VN-SIPA project;
  • Facilitate the communication and cooperation between DCC, MAE and GIZ with regard to the implementation of the German ODA-funded technical cooperation projects;
  • Ensure and maintain close and effective cooperation among PIT members, cooperation between PIT and project implementation team, as well as cooperation with international/ national experts and project partners;
  • Represent the project in various fora as requested.

 

Minimum Requirements

  • Master’s Degree ideally in a subject related to at least one of the following fields: environmental sciences, natural resources management, environmental policy, political sciences or a related field;
  • At least 8 years of professional working experience in project implementation and management;
  • At least 5 years of professional working experience in the climate change sector;
  • Profound knowledge through working experience of the Vietnamese climate policy, legislation, institutional landscape, relevant implementation structures, responsibilities and planning processes;
  • Strong network within MAE is an added advantage;
  • Excellent written and oral communication skills in English and Vietnamese, with analytical capacities and ability to synthesise relevant findings;
  • Excellent command of MS Office and good working knowledge of modern telecommunication systems;
  • Excellent self-management and coordination skills;
  • Creativity, proactivity and proper initiative towards the results of the project;
  • Excellent ability to share knowledge and experience, a good team player;
  • Demonstrated ability to work and produce – sometimes under high pressure – high quality outputs.
