Recruitment of IT Officer / Interpreter (English or Japanese and Vietnamese)
Japan International Cooperation Agency (JICA) is looking for an IT Officer / Interpreter for the Project for Strengthening Capacity Development System for Health Professional Through Tele-Health, which has started in July 2024. Application requirement are as follows:
1. Project Information
- Project Title: Project for Strengthening Capacity Development System for Health Professional through Tele-Health
- Project duration: July 2024 – July 2029 (tentative)
- Project site: Ministry of Health, Yen Bai province
- Project Goal: Through the implementation of telehealth, the health services in Yan bai province will be strengthened.
2. Position
IT Officer /Interpreter (English or Japanese <-> Vietnamese): 1 person
3. Working conditions:
- Work period: June 2025 to July 2025, probation period contract, August 2025 to July 2026 (with possibility of renewal)
- Working days: Monday through Friday (except for Vietnamese national holidays)
- Working hours: 8:30-17:00 (negotiable), (1 to 1.5 hours lunch break)
- Location: Van Phuc Diplomatic Corps Area, 298 Kim Ma street, Ba Dinh, Hanoi
- Contract: Annual contract
- Trial Period: 2 months
*Accompanying meetings within and outside of Ministry of Health, and business trip within Vietnam.
4. Eligibility for Application

b. Education
- Bachelor’s degree in Information Technology, Computer Science, or a related field. A relevant Master’s degree is an asset.
c. Experiences and qualifications
(Professional skills in IT related area)
- At least 3 years of relevant experience in assisting technician with IT system procurement, deployment, or technical coordination;
- Knowledge of health information systems, medical IT systems, preferably PACS and HIS, is highly desirable;
- Knowledge of IP network design especially for Virtual Private Network (VPN) architecture, network security, , and firewall configurations;
- Proficiency in vendor communication and contract negotiation.
- Relevant experience as a project manager in IT system installation project including schedule management, task management, budget management, stakeholder management, network design, and problem solving is a plus;
- Knowledge of IT-related national legislations and regulations is a plus;
- Knowledge of software development process, especially of waterfall model, is a plus.
(Professional skills in interpretation)
- Proficiency in English or Japanese, both spoken and written (for English: TOEIC score of 800 or higher or equivalent, for Japanese: JLPT or higher or equivalent);
- Experiences interpreting English or Japanese to Vietnamese for meetings, lectures and online meetings, etc. is an advantage
(Other skills)
- Strong organizational and communication skills;
- Problem-solving and analytical thinking;
- Ability to work both independently and in a team setting;
- Experience and strong interest in working with healthcare-related projects is a plus;
- Experience in JICA related work, strong interest and knowledge of development issues is a plus;
- Experience working with Vietnamese government/ ministries is a plus.
5. Principal duties and responsibilities (ToR)
Under the overall guidance of the Project’s Chief Advisor and Coordinator, with technical supervision by the short-term IT expert, the IT Officer is expected to perform the following duties:
- Coordinate with vendors for the procurement of Picture Archiving and Communication Systems (PACS), IT hardware (computers, servers), and networking equipment.
- Support to review and provide technical input on vendor proposals and procurement specifications.
- Support in contract negotiation and ensure compliance with technical and project requirements.
- Support to plan and implement VPN connections between health facilities, ensuring secure communication channels.
- Coordination with technicians installing and configuring PACS and associated IT infrastructure at the target health facilities.
- Coordination with technicians providing technical support during system testing and ensuring operational readiness.
- Coordinate technicians to provide technical troubleshooting and maintenance support for installed systems and networks.
- Liaise with vendors and internal teams for timely resolution of system issues.
- Report regular progress and issue reports to IT Expert and project supervisors.
- Interpretation between English or Japanese and Vietnamese for IT Expert.
- Translation of IT related project materials, etc.
- Support for project- related work;
- Arranging meetings with relevant stakeholders (scheduling, making appointments, arranging meeting rooms, taking minutes, etc.)
- Procurement in IT related equipment (Quotation, liaison and coordination with vendors)
- Accounting in IT related procurement (preparation of vouchers, support for payments, etc.)
- Sorting and filing of documents and other accessible information;
- Collect and organize information needed by JICA experts;
- Other necessary administrative support
6. How to apply

Precautions:
- There is a two-month probationary period.
- Possible business trip within Vietnam for several days
- Salary amount will be based on the candidate’s qualification and relevant experiences (Approximately 1,000~1,200 USD/ month, negotiable).
