About Project
The Community Development Project Tra Vinh (CDP Tra Vinh), sponsored by Tra Vinh Wind Power No.1 Joint Stock Company to improve local livelihoods through the development of inclusive horticulture and aquaculture value chains that promote climate-smart and sustainable production, empower women’s economic development and enhance access to finance of local stakeholders. This will be achieved by developing the peanut, black tiger shrimp, mangrove- shrimp and giant river prawns value chains that offer potential to local communities and households in terms of improved and sustainable income and opportunities to escape poverty. CDP Tra Vinh also builds capacity and confidence for women, local authorities’ staff, and core members of farmer groups in project areas (especially ethnic Khmers) as decision-makers and leaders at the household level, communities, and farmer groups/businesses.
The project is being implemented in Truong Long Hoa commune (Con Trung, Con Tau hamlets) – Long Toan commune (Long Dien, Bao Sen, Thong Nhat hamlets) belonging to Duyen Hai town and Ngu Lac commune (Ro Say – Duong Lieu – Me Lang – Soc Ot hamlet) belonging to in Duyen Hai district in three years from August 2023 – July 2026.
Within the framework of the project, we are looking for a consultant/ consultant group to conduct trainings (2 days) on financial management for farming business and facilitation skills, with the aim to build capacity for farmer group leaders and members, women-led businesses, local women leaders, and supportive local partners. The expectations of this training are detailed in the sections below.
OBJECTIVES OF THE TRAINING
The overall objective of the training is to strengthen the capacity of farmer leaders, local Women’s Unions and women-led businesses to better manage their small agri- businesses and income-generating activities as well as build their facilitation skills to organize activities in small group meetings.
The specific objectives of the training are stated below:
- To equip participants with basic financial management knowledge and skills and provide hands-on practices of planning, budgeting and record keeping (to track costs, profits and losses) for farming or small businesses.
- To provide participants with facilitation skills and techniques to facilitate farmer/women group meetings and discussions.
MAIN TARGET GROUPS
- Farmer group leaders and some members of farmer unions and groups.
- Women-led businesses involved in the shrimp and peanut value chains in the project areas.
- Representatives of the Women’s Unions in Long Toan, Truong Long Hoa, Ngu Lac communes, and 9 target hamlets.
To achieve the assignment objectives, the selective consultant/ consultant group is expected to perform the following tasks:
- Develop training manuals on topics of financial management skills and record-keeping for small farming businesses.
- Provide training materials and agenda (including presentation, simple and practical templates and exercises for record keeping, costing, budgeting, planning for small business) and training assessments in both English and Vietnamese languages.
- Deliver 2 days of training for 30 participants in June 2025 applying the participatory training method with the objectives above.
- Write a detailed report (in English and Vietnamese) with the key results achieved, including suggestions and practical recommendations.

Selection Process
SNV will review all Expressions of Interest received in accordance with the guidelines and criteria in this solicitation. SNV reserves the right to exclude any EOIs that do not meet the guidelines. Please note that SNV is unable to provide detailed feedback to those EOIs that are not selected.
Step 1: SNV will shortlist selected EOIs, and unsuccessful respondents will be notified. Successful applicants will be contacted by SNV.
Step 2: SNV will release Requests for Proposals (RFPs) for the specific activities and contract with the selected organizations/ consultants.
Protection of Information
We request that Expressions of Interest responses be free of any intellectual property that the applicant wishes to protect. Should offerors wish to include proprietary intellectual property that they believe would be helpful for SNV, please note the proprietary nature of such information. Costing information will be kept confidential and will not be shared beyond SNV.
