ICEM- the International Centre for Environment Management was established in 1999 to help governments and communities build capacity in the sustainable use of natural resources and maintenance of environmental quality. ICEM works in Asia - especially the Mekong countries and focuses on climate change, water resources, biodiversity conservation and integrated assessments. ICEM seeks to integrate environmental concerns with development through spatial planning, socioeconomic analysis and environmental assessment tools. 1 – Background The Ethnic Minority Women’s Empowerment project is one of the three projects under CARE Vietnam Ethnic minority program. This project is implemented in Bac Kan, Dien Bien and An Giang province. The EMWE focuses on sustainable and lasting change for remote ethnic minorities, who are land poor, have weak resilience to hazards and shocks, and in particular women. This impact group has been defined with reference to the most significant, multiple and interacting points of vulnerability and poverty amongst this group.
