01 Private Sector Development Specialist

The project Poverty Reduction in Rural Areas (PARA) is implemented in Tra Vinh and Ha Tinh Provinces, under the overall guidance of the Provincial People’s Committees. It receives support from the German Government through GTZ. It is implemented in cooperation with the International Fund for Agricultural Development (IFAD), providing advisory and capacity building services to the IFAD funded programme Improving Market Participation of the Poor (IMPP).

The project objective is to improve the participation of poor rural people in a range of markets. The first phase is from 2007 to 2010. The second programme phase is from 2011 – 2012.
The Project is seeking for 01 Private Sector Development Specialist, full time position, for 27 months contract.
01 Private Sector Development Specialist

Main Duties:
- Providing training on the job and building of implementation capacities for department staff in the area of: activity planning, budgeting, recruitment, utilization and management of external national consultants, reporting on implementation results, and problem analysis, and other identified areas of deficiency.
- Development of appropriate capacity building measures for local BDS providers and consultants.
- Development of a business promotion (i.e. SYB) activities as well as identification of new business opportunities in which rural households realistically can participate and/or capitalize on for improved income generation.
- Creation and promotion of viable market linkages between producer groups and potential buyers in Ha Tinh, regionally and on national/international level.
- Conceptually design and assist in the organization of an annual job skill promotion fair in Ha Tinh.

Requirement:
- University degree in economics or BA with private sector development orientation;
- Proven experience in the private sector development including capacity building measures.
- Familiar with the value chain development concept as well as market development, market linkage for farm products.
- Preferably several years of working experience in international donor-funded projects;
- Experience in working with micro- and small businesses.
- Preferably knowledge in the Natural Resource based enterprise development field is a distinct advantage.
- Pro-active and self initiating attitude and able to work result-oriented and independently with a minimum of supervision.
- High level of communication and report writing skills are prerequisite;
- Fluency in English

Duty station will be the city of Ha Tinh, Ha Tinh Province, Vietnam.
