01 Value Chain and Market Development Expert; 01 Rural Finance Expert; 01 Knowledge Management Expert; 01 Environment and Land Use Expert

Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Provincial People’s Committee (PPC) of Cao Bang and a number of technical line ministries and departments by delivery of international and national TA and capacity building to implement the initiative called  “Developing Business with the Rural Poor”, which is part of a province-wide programme in the Cao Bang province - predominantly designed by- and financed through- loan support from the International Fund for Agricultural Development (IFAD), commenced in mid-2008.
The recently launched project VIE/029 -  “Technical Assistance” (TA) towards “Developing Business with the Rural Poor in Cao Bang”  has a planned duration of 3 years.
Lux-Development Support Team lead by a Chief Technical Advisor (CTA) is looking for candidates to fill the following positions:

1. 01 Value Chain and Market Development Expert (VCDE)
Key responsibilities:
- Lead in developing strategic framework and proposals of Lux-Development advisory support to the Program Management Unit in agricultural products. This includes a hands-on approach during the implementation phase of the action plan;
- Assist the Program Management Unit in promoting the functioning of the service market (supply and demand sides) around selected agro-value chains;
- Assist the Program Management Unit in supporting clients/partners in building and maintaining market linkages, networks and partnerships between them
- Strengthening the capacity of (local) government (Program Management Unit) and selected line agencies
- Other tasks that may be required by the CTA.
Minimum Requirements:
- Bachelor degree in Agriculture, Business Administration or relevant fields (Masters Degree a plus);
- At least 3 year-experience in advisory work and pro-poor value chain/private sector development (international organisations is a preference)
- Fluency in English, both written and spoken
- Broad experience in capacity development and organizational learning
- Proficient with the MS Office package and Internet use
- Excellent communication skills;
- Innovative and creative, team player;
- Willingness to work in a remote rural mountainous area of Vietnam.

2. 01 Rural Finance Expert (RFE)
Key responsibilities:
- Assist the rural finance officer of the Program Management Unit in developing, planning, and implementation of activities regarding the overall and annual work plan and budgets
- In cooperation with the Program Management Unit design and assist the implementation trainings related to the financial and organizational aspects of Common Interest Groups (CIGs), and Community Investment Funds (CIFs)
- Assist and guide the local organizations in terms of the loan program
- Other tasks that may be required by the CTA.
Minimum Requirements:
- Bachelor degree (Master degree would be an asset) in Finance, having a background in economics, business administration or management would be an advantage;
- At least 3 year-experience in advisory work and rural finance projects, prior working experience in international donors’ project would be an advantage
- Demonstrated knowledge in the technical field of rural financial issues
- Broad experience in capacity development and organizational learning
- Proficient with the MS Office package and Internet use
- Excellent communication skills;
- Innovative and creative, team player;
- Willingness to work in a remote rural mountainous area of Vietnam.

3. 01 Knowledge Management Expert (KME)
Key responsibilities:
Promotes adoption and use of Knowledge Management in the Program Management Unit, including consulting, training and capacity development
Ensures effectiveness of Knowledge Management programs and activities by analyzing activities, monitoring their use, and measuring their impact
Assist and train the Knowledge Management Officer of the Program Management Unit in use of respective activities
Other tasks that may be required by the CTA
Minimum Requirements:
Bachelor degree in Management, Business Administration, or related fields, having background in economics, and project management would be an advantage;
At least 3 year experience in advisory work, prior working experience in international donors’ project would be an advantage
Demonstrated knowledge in the technical field of Knowledge Management
Broad experience in capacity development and organizational learning
Proficient with the MS Office package and Internet use
Excellent communication skills;
Innovative and creative, team player;
Willingness to work in a remote rural mountainous area of Vietnam.

01 Environmental and Land Use Expert (ELE)
Key responsibilities:
- Advise and assist the Program Management Unit and relevant line agencies on the introduction of improved Environment and Land Use approaches in the province (in line with the IFAD program)
- Capacity development of relevant key personnel on the latest environmental and land use topics
- Assist the Program Management Unit in work planning, organization, and monitoring of environmental and land use activities
- Assist relevant key personnel to provide input for the knowledge management of the program
- Other tasks that may be required by the CTA
Minimum Requirements:
- Bachelor degree in relevant land use planning, e.g. Geography, Agriculture, Forestry, Environmental Studies), Masters Degree would be an asset;
- At least 3 year experience in advisory work, rural development, forest management or land use planning, prior working experience in international donors’ project would be an advantage
- Demonstrated knowledge in the technical field of Land Use and/or Environmental Management
- Broad experience in capacity development and organizational learning
- Proficient with the MS Office package and Internet use
- Excellent communication skills;
- Innovative and creative, team player;
- Willingness to work in a remote rural mountainous area of Vietnam.

DURATION OF CONTRACT: One year, renewable (with two-month probation)
REMUNERATION:
Salary, social and medical insurance: as per Lux-Development’s practices;
Housing allowance: 150 USD/month for those who reside outside Cao Bang;
Transportation support: project provides bi-monthly shuttle from Cao Bang to Hanoi and vice versa
DUTY STATION: Cao Bang, Vietnam with frequent travel to districts and communes.
