03 Project Officers

Save the Children in Vietnam (SC) works to promote every child’s rights to survival, protection, participation and development as set forth in the UN Convention on the Rights of the Child.  The current programme focuses on the following core sectors: Health and Nutrition; HIV/AIDS prevention; Care and support; Education; Child protection; Child-focused emergency preparedness and response; Child rights agenda, including Civil society development, Economic opportunities, Child poverty Research, and Advocacy for child-friendly development policy and practice.

Save the Children cooperates with Ministry of Health to provide technical support to provincial partners in the implementation of the maternal and newborn health program in some provinces in the north and south of Viet Nam for two years (2010 - 2011), with focus on reducing maternal and neonatal deaths.

The are now seeking for qualified Vietnamese nationals to fill in the 3 project officer positions based in Hanoi with frequent travel to the northern and central highland provinces

Job summary
The staff recruited for this position will work for this programme under management of Save the Children in Viet Nam. These positions are responsible to ensure effective implementation and high impact of the Maternal Newborn Health project in different provinces. Each post is in charge of one province respectively.

Key accountabilities
The post holders are responsible to contribute to the overall program planning, budget management, monitoring/reviewing, evaluation and reporting as well as to support to the other component project to ensure a program interrelated coherence and synergies in selected provinces.   

Person specifications
- Education: MD, Obstertric/ gynaecological neonatal and MPH are preferable
- Five years of experience of working in newborn maternal health or neonatal care  program
- Three years working experience with international organisations; preferably in NGOs
- Skilful in facilitation, training, and program planning, design, monitoring and evaluation
- Proven track record of writing proposals and preparing budgets
- Good skills in English speaking, listening and writing
- Good communication skills, skilful and positive attitude to team work
- Experiences in working with government counterparts and community based intervention
- Good computer skills; MS Office.  Statistics analytical skill is preferable.
