ABOUT THE ORGANISATION
The Flemish Association for Development Cooperation and Technical Assistance, Belgium (VVOB) is implementing 2 programmes for the period 2008-2010 in Vietnam (possible extension upto 2013). The basic education programme aims to improve the quality of lower secondary education in 5 provinces of North and Central Vietnam (Thai Nguyen, Quang Ninh, Nghe An, Quang Nam, Quang Ngai) through an integrated support to the Active Teaching and Learning (ATL) change processes by means of Environmental Education and Information and Communication Technologies (ICT). The Agriculture programme aims to strengthen methodological extension skills, in particular participatory extension skills, of stakeholders involved in agricultural extension contribute to a better performing extension system in 5 provinces of Southern Vietnam (Binh Phuoc, Ba Ria- Vung Tau, An Giang, Hau Giang, and Soc Trang). ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Work closely with PM and APM and other key personnel to implement, improve and maintain financial management policies, systems, structures, and procedures for the programme and ensure that the financial management is in line with the laws of the Government of Vietnam.
- Ensure the smooth day-to-day running of the finance office through supervision and management.
- Plan and supervise work of the program-related finance staff including tracking and monitoring of procurements and expenditures, and establishes and maintains an office purchasing, inventory, and requisition system.
- Coordinate compiling of project monthly financial reports for submission to Head Office.
- assist in the preparation programme budget vs. actual reports on a regular monthly basis.
- Work closely with the PM to monitor the project budget.
- Assist project officers in ensuring compliance with procurements and field accounting polices and procedures, compliance with donor agreement and audit requirements.
- Work closely with project officers over the project implementation planning and cash flow projections.
- Prepare budget revision in close coordination with Programme Manager when necessary.
- Make sure that financial records and backup documentation is ready for internal and external audits.
- Works closely with HQ finance team and internal and external auditors.9
- Travel within Vietnam to ensure successful performance and implementation of the program.
QUALIFICATIONS:
Vietnamese National, fluency in English essential
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
- At least five years experience in accounting and preferably financial management.
- NGO experience including donor guideline requirements
- Highly organised, excellent diplomatic, interpersonal, and communication skills.
- Graduate degree in Accounting, Economics, or Finance.
