Acquisition Procedure Officer

Lux-Development -  the Luxembourg Agency for Development Cooperation- Regional Office in Hanoi is mandated by Luxembourg Government to formulate and implement development cooperation projects/ programs with the respective partners in Vietnam.

To support the smooth operation and control of procurement/ acquisition procedures among its projects/ programme in Vietnam, the Regional Office of Lux-Development in Hanoi is looking for an:

ACQUISITION PROCEDURE OFFICER (APO)

(Duty station: Hanoi, with occasional travels to project fields within Vietnam)

KEY RESPONSIBILITIES:
- Provide support and internal control throughout all processes of acquisition procedures (i.e. Tender Launch/Tender Submission/Tender
- Evaluation/Contract Award/Monitoring and Supervision of Contracts)
- Study and share knowledge on national tender procedures and practices to eventually provide advices to adapt procedures.
- Other tasks that may require by the Regional Office.

MINIMUM PROFILE:
- Bachelor degree in civil engineering and/or international trade, law, business administration or a related field plus certificate of construction project management and site supervision is an advantage.
- In-depth knowledge of law on public tendering and tender processes;
- At least 5 years of relevant working experience in ODA programme and/or project support;
- Very good command of English writing, speaking and reading;
