Administrative Support Staff

The United Nations Office on Drugs and Crime (UNODC) Viet Nam Country Office is seeking a qualified candidate to the position of Administrative Support Staff for UNODC project "Building capacity of law enforcement and justice sectors to prevent and respond to domestic violence in Viet Nam" (VNM/T28). The duration of the position is initially one-year, renewable subject to satisfactory performance.

Brief project description:
The project aims at increasing the capacity of law enforcement and justice sector officers to deal with cases of domestic violence. The project will develop training materials, conduct training courses, support the development of sufficient regulatory documents to ensure effective implementation of the Law on Domestic Violence Prevention, strengthen the victim legal support through building up the capacity of the Legal Aid Agency, support the development of specific criminal justice approaches based on a survey on criminal justice responses and the quality of services provided for the victims of domestic violence, as well as raise awareness of the Law on Domestic Violence Prevention at national level.
 
Tasks and Responsibilities:
Under the direct supervision of the International Project Coordinator, the Administrative Support Staff will perform the following duties:

1. Set up the financial reporting and monitoring system of the project.
2. Maintain records of all project expenditures, keeping them transparent and up-to-date and always ready for inspection.
3. Be responsible for the preparation of financial transactions and financial reports to the UNODC and the Government counterparts, and to other agencies and organisations as requested.
4. Assist with preparation of budgetary revisions and maintain updated inventory of all project equipment including inventory checks when requested.
5. Supervise local staff if/as necessary in the correct maintenance of project records, including equipment inventories, shipment forms and duty log-books.
6. Assist with the planning, logistics and organization of study tours, seminars, training, consultancies and meetings as required.
7. Translate documents and interpret if required.
8. Other administrative and secretarial tasks as directed by the International Project Coordinator or the UNODC Country Office.

Qualifications required:
- University degree with at least 3 years working experience;
- Demonstrated experience in ODA-related project(s) with basic office management and financial administration tasks and duties, along with a good command of word processing and spread sheets;
- Fluency in Vietnamese and a demonstrated ability to speak and write professionally, fluently and grammatically in English;
- Experience of working as part of a multi-disciplinary team, particularly within international agencies and/or organisations;
- Demonstrated skills in working with colleagues and collaborators of different national and cultural backgrounds;
- The position demands a person with high integrity and transparency in his/her working routines;
- A strong sense of gender equality issues is expected
