Call for Expression of Interest for Provision of Management Consultant Services under the SM-P135 Pool of TA Providers

The “TA Support for Management of Program 135-II” (SM-P135) Project is implemented by the State Committee for Ethnic Minority Affairs (CEM) in collaboration with Niras Finland (consultant company) under agreement between the Governments of Vietnam and Finland. The project works to improve the management of the Program for Socio-economic Development of Extremely Difficult Communes in Ethnic Minority and Mountainous Areas (P135-II) in order to alleviate poverty amongst ethnic minorities.

The Project intends to establish a pool of pre-selected local TA providers (TA Pool) to secure ample and timely supply of high quality TA inputs to support implementation of project activities by national and provincial level partners. The pool will comprise individual as well as institutional TA providers, such as individual consultants, consultancy companies, NGOs, universities and research centers. TA providers should have demonstrated expertise in the four SM-P135 intervention areas:

Strengthening P135-II management capacity and accountability systems
Strengthening P135-II monitoring and evaluation
Strengthening P135-II information management and experience sharing
Strengthening human resource capacity of P135-II staff and stakeholders
 
Qualified TA providers will enter Framework Agreements with CEM outlining general terms and conditions for the provision of services towards individual project activities. For each activity requiring TA inputs, TA providers included in the Pool will then be shortlisted for consideration by project partners, based on their comparative advantage. Successful candidates will subsequently be contracted by project partners based on the terms outlined in the Framework Agreements. The approximate duration of Framework Agreements is 12 months (calendar year 2010).
