Chi Em Microfinance Field Coordinator

1. Background
Founded in 2007, the Chi Em program (“Chi Em” in Vietnamese means “sisters”) is a microfinance initiative administered by Entrepreneurs du Monde. Chi Em provides financial and non-financial services to the ethnic minority communities in the mountainous areas of Vietnam following adapted ASA methodology. The program aims for financial and institutional sustainability and plans to register as a professional MFI under Decree No. 28 in the future. Currently the program is active 3 districts (Dien Bien, Muong Cha and Muong Ang) in Dien Bien province. As of June 2010, the program outreach was over 1,250 borrowers and the total loan portfolio was approximately $60,000 USD.
Entrepreneurs du Monde (EDM) – Established in 1998 by associative law 1901, Entrepreneurs du Monde (EDM) is a French-based microfinance non-governmental organization (NGO) with a focus on improving economic conditions among the world’s poorest households by offering access to credit and savings. In its decade of existence, EDM is active in nine countries with 15 local partnerships and reaching over 20,000 families worldwide, translates to an impact of roughly 100,000 people. Functioning in both rural and urban settings, EDM has clients with an average daily income of $1 to $5 USD. EDM’s 2009 budget was approximately $2 million USD.

2. Roles
Consolidate program’s financial services activities in areas where program is running.
Expand program’s activities in others areas in Dien Bien province.

3. Responsibilities
3.1. Field Operation
- Establish and update the "Operation Manual" and other forms of activities.
- Monitor and supervise program’s financial services in field.
- Ensure activities are implemented as established in the “Operation Manual”.
3.2. Human resources:
- Recruit staffs: operation officer, commune credit officer, cluster head
- Train staffs in program’s services and methods of operation.
- Supervises directly staffs at district and commune level.
3.3. Partnership
- Participate in establishing and consolidating relations with local authorities, such as: district People Committees, district and commune Women Union.
- Cooperate with local authority to strengthen and expand program’s activities.
- Train local authorities in program’s services and methods of operation.
3.4. Others responsibilities
- Cooperate with program manager to establish financial district plan (disbursed loans, loan product...)
- Cooperate with Non Finance Service manager and training officers to establish non financial disrict plan.
- Send monthly operation report to program manager.
- Check financial services reports.

4. Requirements
- Advanced degree in economics/business management
- Professional experience within financial institutions and/or similar programme(s) (preferably in Vietnam; preferably in microfinance)
- Proven negotiation and human resources management skills
- Self-motivated individual with demonstrated interest in social matters
- Fluency in spoken and written Vietnamese + English and/or French
- Ability to reside in Dien Bien province
