Community Led Total Sanitation (CLTS) Researcher

SNV (Netherlands Development Organisation) in Vietnam is engaged in development cooperation. SNV supports local organisations (state and non-state), mostly at the meso level, through a combination of advisory, knowledge brokering and advocacy services. SNV works in the WASH sector within the context of the National Rural Water Supply and Sanitation (RWSS) Strategy – 2020 and the National Targeted Program (NTP II) on RWSS, 2006-2010, of the Government of Vietnam.

In 2009, SNV developed the Community Led Total Sanitation (CLTS) program and implemented in 43 villages, 4 communes of Dien Bien, Lao Cai and Lai Chau provinces. SNV also supported MOH/UNICEF piloting program of the CLTS approach in Kontum and Dien Bien provinces. SNV also conducted an anthropological consultation of the CLTS piloting program in North-West Vietnam to examine the socio-cultural differences between provinces and ethnic groups in order to understand their values and beliefs systems to inform facilitators of the CLTS program not only of prospective challenges but also of areas of potential success.

On this background, SNV VN is looking for a national research institution with experience in public health and community based approaches to team up with an international researcher to carry out a qualitative and quantitative investigative study to adopt the CLTS approach for at-scale implementation and Behaviour Change in North-West Vietnam

The main aim of the research is to document the effectiveness and appropriateness of CLTS in these provinces and to incorporate the findings of the study into the approach used during triggering and post triggering activities:
- To determine the Socio-Cultural factors involved in adapting CLTS (Community Led Total Sanitation) to specific ethnic minority groups in selected provinces in Northern Vietnam.
- To determine key areas of strength and weakness in Post-triggering follow up: The support provided for natural leaders/champions; The strategies for monitoring and evaluation; and the Supply of necessary provisions – This relates directly to the issue of sustainability. Here our objectives are three-fold:
- To identify how CLTS can be adapted to include greater facilitation of pro-poor development amongst Ethnic Minorities in Northern Vietnam

Qualified individuals/ institutions should meet the following criteria:
- MA in social science. WASH sector knowledge, 10 years of experience 
- Experienced in social research and anthropological theory
- Good analysis and problem solving, logistical planning and English reporting skills
- A good understanding of SNV’s core business, the CLTS project’s principles and general template
