Job Title        : Consultant to develop the reliable database and information system for SEDP at commune level
Location        : Hanoi, Ha Giang, Thai Nguyen and Quang Tri

Job purpose:
The purpose of the tasks is to build a reliable database and information system at the project communes to support for P-SEDP. The detailed tasks shall be:
Task1: Review existing forms and then establishes suitable forms and formats that include the definitions of data and guidelines for collecting the reliable database and information for P-SEDP process at the project communes;
Output1: The partners at commune level can use forms and formats to collect, update and maintain reliable database and information that would serve for P-SEDP process and be able to use them for analyzing for development and poverty reduction. 
Task 2: Facilitate participatory workshops at the district level to share on significances of the reliable database and information for P-SEDP process at the project communes (for three project districts);
Output 2: Local authorities and relevant persons would understand and support for process of collecting the reliable database and information for P-SEDP.
Task 3: Conduct trainings for relevant persons of the project communes, so that they would be able to carry out collecting and building the reliable database and information for P-SEDP process;
Output 3: The relevant persons/staff at commune level could carry out collecting and building the reliable database and information for P-SEDP process.

Timeframe:
The task would be done and completed from Nov 2009 to January 2010 with a total of working time for about 40 working days. The consultant would be supported and work along with a M & E Project Officer, and in addition, the project team.

Requirements:  
The consultant team should consist of one team leader and one member. They should have the following qualifications to effectively carry out the proposed tasks:
At least 7 years of experience working in development sectors;
    Post graduate degree/ Bachelors degree in statistic, economics, development studies or relevant fields;
    Experience in developing database and information for project/program or for SEDP;
Experience in developing M & E indicators and work-frames;
    Familiarity with results-based management concepts and logical framework approach;
    At least 3 years of experience in providing training for adults, with fluent skills in using capacity-based and participatory oriented training methods;
Knowledge on report writing

PPDP project will work with local authorities on increasing capacity to support inclusive planning and facilitate better engagement in socio-economic planning and implementation between local authorities and villagers in target communes and villages.
Through its interventions, the project seeks to influence the Social Economic Development Plans to become more pro-poor in term of planning and implementation. 

The project overall objective is:
The marginalized groups (the children, poor and ethnic minorities) shall receive preferential access to quality services (i.e. all citizens are equally able to influence change in resource mobilization and utilization through participatory SEDP).
