Consultants for “Coaching (training & field coaching) on Applying RBM as an effective management tool for BDO/EDO staff” – Activity Code 120.14

I. Background
Oxfam-Québec is the implementing agency responsible for a six-year project entitled “Rural Enterprise Expansion Project” (REEP), funded by the Canadian International Development Agency (CIDA). REEP is implemented in the provinces of Hai Duong, Quang Ninh and Thanh Hoa from 9/2004 to 12/2010. The purpose of this project is to support growth among Micro, Small and Medium Enterprises1 (MSME) and to facilitate their access to formal economy and markets.  The expected outcomes of the project are (i) improved environment to foster the development of MSME, including women-owned enterprises, in poor rural communities in Hai Duong, Quang Ninh and Thanh Hoa, and (ii) increased viability and number of MSME, including women-owned enterprises, in poor rural communities in Hai Duong, Quang Ninh and Thanh Hoa.

REEP’s partner organizations are Provincial Women Union (PWU) and Provincial Cooperative Alliance (PCA) in Hai Duong, Quang Ninh and Thanh Hoa, who will become significant actors for supporting MSME development through Business Development Services (BDS).

The Canadian International Development Agency (CIDA) is the agency responsible for funding the REEP and the project is strictly planned, managed, monitored and evaluated according to the Canadian approach to RBM.  The project has its own Logical Framework Analysis (LFA) and has completed a Baseline Study and Results Table which will serve as useful monitoring tools for measuring the project’s performance and results.
The RBM approach is integrated in each step of the project implementation. The REEP Results Table summarizes the expected results and targets to be achieved by project end. Following this RBM approach, each stakeholder shares responsibility in reaching these results. REEP partners therefore play a central role in the project implementation and therefore need to integrate RBM notions and concepts into their daily work. This is particularly true in the planning, implementation, monitoring and evaluation of all project activities in each province. 
In December 2008, REEP has organised a training course on RBM for partners staff at provincial level. Over the last year, to a cetain extent the participants have applied the RBM approach and gain some lessons learned. In order to update their knowledge and skills on the RBM approach as well as to further expand its application as an effective management tool in daily management practice, REEP therefore is seeking a consultant/ consulting firm to provide an advanced training course on RBM as “Applying of RBM as an effective management tool“ for 24 REEP partners – BDO/EDO staffs in 3 provinces and a field coaching in each province in October 2010.

II. Objective of the Coaching:

By the end of the training course, the participants will be able to enrich their management toolkit by expansively using RBM in a flexible manner in their daily management practice.

III. Coaching Outputs:

Master key elements of RBM and share lessons learned on RBM application since the first training course December 2008
Could apply RBM in a project design, planning, implementation and monitoring and evaluation as well as in support decision-making process in daily management practice
Know how to apply RBM to support accountability and learning in project management generally

V. Specific tasks of the consultant:

1.Training course in Hanoi

Prepare curriculum and material for the course with information on trainees provided by REEP
Present training content and curriculum which will be finalized together with REEP and approved by REEP before training;
Revise the curriculum in accordance with REEP’s comments and suggestions
Prepare course material and hand-outs for trainees
Deliver the 2 days training between 10 – 20 October 2010

2.Field coaching (1 day each province)

Discussion with partners on how to apply RBM in planning, implementation, monitoring and evaluation in a project
Support partners in applying RBM in their oganisational tasks

3.Reporting

Prepare and submit to REEP a comprehensive report on coaching based on the training course evaluation and field coaching results.

VI. Experience and required expertise:
University degree in a related field
Sound knowledge and experience in RBM
Knowledge and experience of in training for partners  in development projects
Experience in adult education
Excellent English writing skills

VII. Deadline for submissions
Interested consultants should submit curriculum, course outline and the estimated budget together with CV before 17:00, 24 September 2010. Submission will be reviewed between 27 and 30 September 2010.
Estimated budget should include all prices, consultant fees, PIT/VAT, training material preparation, etc.
