Deputy Project Manager

CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.

CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill in Deputy Project Manager for a health project working with People Living with HIV (PLHIV) named “Stronger”.

Position information:

Base in:                                    Hochiminh City with travel to project sites as required

Project Information:
The STRONGER Project, a one-year project funded by the President’s Emergency Plan for AIDS Relief (PEPFAR), is the fifth phase in an ongoing HIV project working with local community-based organisations (CBOs). Utilising the model of capacity building training and support and sub-grants to CBOs, CARE works in three programmatic areas defined by PEPFAR as Prevention, Home Based Care and Support, and Orphans and Vulnerable Children (OVC). Specifically, CARE will provide training, grants and technical assistance to  community-based organizations (CBOs) in Ho Chi Minh City, Can Tho, An Giang, Nghe An, Ha Noi and Quang Ninh.

Summary of Job:
The Deputy Project Manager (DPM) is responsible for assisting the Project Manager (PM) in overseeing the development and implementation of all STRONGER project activities in the south, including HCMC, Can Tho and An Giang. The DPM is responsible for day-to-day administrative, financial and programmatic management, monitoring, and reporting of all the project activities in the South. The DPM works closely with other CARE and partner staff in the South to lead the Project implementation team.

Selection Criteria:
- BA or MA degree with qualifications in public health, social science or medicine
- At least 1 year management experience in an international agency working on HIV/AIDS, health or social issues
- Understanding of HIV/AIDS Law of Vietnam and GIPA principle
- Demonstrated ability to work with  people living with HIV/AIDS, local and international partners
- Strong communication and negotiation skills
- Good written and spoken English
