Economics and Climate Change Officer

The Political and Economic Section of the British Embassy, Hanoi, is looking for a highly motivated and energetic individual to fill a forthcoming vacancy as Economics and Climate Change Officer.

Promoting a low carbon, high growth global economy is one of the key policy goals of the Foreign and Commonwealth Office (FCO) and its missions overseas.  The FCO has a regional network of staff promoting this agenda in South East Asia.

Responsibilities
The jobholder will be responsible for:
- Accurate, timely and concise reporting on economic developments in Vietnam;
- Engaging with the Vietnamese Government on key economic issues;
- Working with media, civil society, business and Government bodies to promote low carbon economic development in Vietnam;
- Collecting information and reporting on climate change and energy policy in Vietnam;
- Promoting dialogue between Vietnamese and UK counterparts on the international climate change negotiations;
- Identifying targeted project opportunities to promote a low carbon, high growth economy in Vietnam and the region, and implementing this activity;
- Organising some visits (both to Vietnam and the UK).

This will be an exciting and challenging role in the British Embassy. The jobholder will work closely with colleagues in the Press and Public Affairs section, the Commercial Section, the British Council and the local DfID office.  The successful candidate will also work with colleagues in other British Embassies in South East Asia, and report to Team Leaders based in Singapore.

Experience and Qualifications
They are looking for applicants of graduate calibre and a minimum of two years recent experience working in an international business, diplomatic, legal or economic policy institution.

Skills
The successful candidate will have:

Essential
- Excellent command of written and spoken English and Vietnamese.
- Good interpersonal and communication skills, and be able to present convincing arguments in a public setting
- Ability to think creatively about achieving objectives in the local environment
- Proven resource management and leadership skills.
- Ability to work well both in a team and independently, under pressure and to meet tight deadlines
- Ability to build up a network of essential contacts across both government and business
- Experience of working on economic policy issues

Desirable:
- An understanding of climate change and energy policy is desirable
- Ability to work efficiently without close supervision, including managing projects

The British Embassy offers a competitive remuneration package, including salary, benefits, a leave entitlement and training package. The starting salary for the position is USD 15,606 gross per annum rising after six months to USD 18,360 gross per annum dependant on performance. Specific training and mentoring for the role will be provided for the successful candidate.  This may include training in London and the region.
