Education Project Officer

Catholic Relief Services (CRS) is a US non-governmental organization that has been operating in Vietnam for more than 15 years. CRS projects assist local counterparts to build capacity in the areas of Education, HIV/AIDS care and treatment, Emergency preparedness and response. Reflecting our commitment to carry out quality programming to benefit the poor, they are now seeking dynamic Vietnamese candidates for the position of Education Project Officer based in Ha Noi.

Title:            Education Project Officer (Cyber Bridges and ITTP Hanoi)
Reports to:    Inclusive Education Program Manager
Supervision:   Not applicable

PRIMARY FUNCTIONS
Facilitate implementation, monitoring, financial tracking, and partner coordination of the Cyber Bridges project funded by Irish Aid, and the Information Technology Training Project for Students with Disabilities funded by USAID in partnership with the Hanoi College of Information Technology. This position is based in Hanoi with occasional travel to project sites.

SPECIFIC RESPONSIBILITIES

Programming

Project Planning: Participate in development of the Annual Implementation Plan; quarterly and monthly activity plans for the Cyber Bridges activities in Hanoi and ITTP/Hanoi project, in coordination with CRS education team. Coordinate activity planning for Cyber Bridges and ITTP/Hanoi in collaboration with local schools, DOETs, HCIT and other stakeholders.
Activity Implementation: Work with local schools and DOETs to facilitate the implementation and monitoring of planned Cyber Bridges project activities, including workshops, training, and exchange visits. Support the HCIT and EPM in the implementation of ITTP training activities under the HCIT framework.
Project Quality: Support development of project quality and counterpart monitoring through coordinating with partners and participants, maintaining M & E system and feedback mechanisms with CRS and partners.
Teamwork: Participate with other education team members in monitoring and evaluation of project activities, meeting with counterparts and participants and providing verbal and written reports.
Partner Relations: Maintain positive working relations with relevant government bodies, international organizations, and civil society organizations in consultation with supervisor. Plan, implement and monitor activities and finances with partners.

Logistics and Administration

Logistics: Provide logistical support for implementation of CB project activities, such as workshops, study visits, and training course. Provide logistic support to the implementation of ITTP activities such as visits of donors and other guests, training and employment linkage activities, students support activities. Participate in development and maintenance of administrative systems, including but not limited to filing paper and electronic documents and maintaining the project calendar.
Translation: Provide translation and interpretation support whenever needed.

Reporting/Documenting
Finance: Request and maintain CB and ITTP/Hanoi project financial documentation in a clear, accurate system of recording. This includes, but is not limited to advances, liquidations, payments requests and consultant payments. Provide support in preparation of documentation for counterpart advance, liquidation and filing / tracking all counterpart records.
Donor reporting: Support Inclusive Education Manager in preparing donor reports and any other governmental reports as required. Carry out regular recording and reporting of activities, field trips, and meetings.
Documentation:  Develop documentation on results of the CB and ITTP/Hanoi projects as well as other materials to communicate project information to internal and outside audiences, especially relating to case studies collection and tracking. 
Program Learning: Participate in compiling lessons learned and designing and implementing events for exchange of program experience. Ensure effective recording and dissemination of results of all experience sharing activities. Contribute to designing systems to compile and disseminate best practices within and outside CRS.

Strategy Development
Program Development: Contribute to development of new projects and proposals as requested by supervisor.
Strategy Planning: Contribute to strategy planning and program development within the education program and CRS/Vietnam.
Other: Troubleshooting and other tasks as necessary on other education program activities / projects as requested by the EPM.

QUALIFICATIONS AND PERSONAL SKILLS:
1. University degree in Education or related field
2. At least three years professional experience in education and/or community development, preferably with Vietnamese or international NGOs
3. Previous exposure and openness to working with people with disabilities
4. Good organizational and computer skills (Word, Excel, Powerpoint, E-mail and Internet - required)
5. Excellent spoken and written English
6. Good communication and interpersonal skills
7. Confident, proactive and flexible in work duties
8. Ability to work independently as well as in a team
