Peace and development PYD is a Spanish International NGO for development working in 14 countries around the word. PYD Vietnam is focusing on gender equality improvement, increasing community awareness on Domestic Violence and supporting economic empowerment of women.
They are currently searching for an expert on Social and Economic Development to participate in the formulation and execution of the 4 years program starting in 2010.”Economic and social Empowerment with gender perspective in Cambodia, East Timor and Vietnam”.

1. Functional Title: Local Technician Expert on Social and Economic Development in Vietnam
2. Status: Full Time
3. Organizational Relationship
Report to: Coordinator of the Identification, Regional Coordinator and Head Office (Spain)
Coordinating: With all PYD’s Staff
4.Location: PAZ Y DESARROLLO (PYD) in Vietnam
5. Duties and Responsibilities:
- Contribute to the identification process of a 4-Year program at regional level (beneficiaries, local partners, objectives, outputs and Plan of Intervention).
- Co-responsible for conducting the identification process in Vietnam.
- Responsible for coordinating the relationships among PYD, local partners local and other institutions involved in the programme Economic and social Empowerment with gender perspective in Cambodia, East Timor and Vietnam
- Responsible for developing the agenda of the Coordinator of the Identification tasks and Regional Coordinator.
- Prepare studies, reports and search information relevance to the programme.
- Co-responsible for drafting the proposal for Vietnam.
- Support the Coordinator of the identification with the identification tasks at Regional level.
- Other tasks related with her scope of work, qualification and experience that may be requested the Coordinator of the Identification and Regional Coordinator.
6. Post-Specific Qualifications:
EDUCATION
- Bachelor or Postgraduate Degree in Social Science, Rural Development or MA on Management or equivalent
- Post-degree on Economic activities or rural development projects.
EXPERIENCE
- Minimum 5 years of professional experience with NGOs, international or national.
- Experience in writing proposal of development projects and logical framework.
- Experience in management of rural development projects with gender approach.
- Experience on GET Ahead Methodology, micro/credits, saving groups and social enterprises (cooperatives)
- Knowledge of national law, Strategic Plan, Action Plan and policies related to women’s rights and social and economic development.
- Experience on development center management.
- Experience working with Local Authorities.
- Excellent capacity for the institutional relationships and team-work.
SKILLS
- Organization capacity and planning.
- Abilities in negotiation and resolution of conflicting situations.
COMPUTER SKILLS
- Competence in computer and office software (Windows, Suite Office, Excel, Electronic mail etc) .
LANGUAGE SKILLS
- Excellent communication skills in oral and writing English and Vietnamese.
- Strong interpersonal skill and report writing skills;
