Health Assistant

Medical Committee Netherlands Vietnam (MCNV) is a Dutch NGO operating in the field of health in Vietnam since 1968. They are now looking for a Health Assistant to work for HIV/ AIDs program on “Comprehensive Prevention of mother-to-child transmission Services for Especially Vulnerable Women in Vietnam”, in Hanoi Representative Office.

The Health assistant assists directly Health Officer of HIV/AIDs program run by the Hanoi Representative Office. The Health assistant is finally responsible to the Country Representative.

Job summary 
- To provide operational, administrative and technical support to the program “Comprehensive PMTCT services for especially vulnerable women in Vietnam”, especially for the program in Thai Nguyen, Cao Bang, Yen Bai.
- The Health Assistant is responsible to the health officer for HIV/AIDS program for the overall tasks, and is finally responsible to the Country Representative (CR).

Tasks and Responsibilities
1. Needs assessment for development
- Propose to PC and SA needs and opportunity to assess community needs for development to implement and extend programs.
- Contribute to design, coordinate the implementation, process data, and write report on needs assessment for development. 
2. Program design and proposal writing
- Monitor existing program design for continuous improvement to fit with contextual conditions of the program.
- Contribute to the draft project proposals according to sponsor’s format and MCNV requirements.
3. Program Implementation and Monitoring
- Facilitate planning meetings with the participation of stakeholders. Communicated MCNV’s work approaches are effectively to stakeholders and integrated in program plans. Plans include technical, monitoring, PR & advocacy activities with detailed estimate of time, finance, human resources required. 
- Support the health officer coordination of the implementation of activities for especially for the program in Thai Nguyen, Cao Bang, Yen Bai.
- Support activity and budget plan for project site in especially for the program in Thai Nguyen, Cao Bang, Yen Bai.
- Support the health officer with assuring stakeholders are well aware of program progress, and their roles in program implementation. 
- Together with the health officer  provide advice, supportive supervision and technical support for counterparts,
- Ability to make individual work plan in accordance with program implementation plans, and implement plans successfully, meeting set deadlines.
- Support the health officer to solve problems relating to program plans, partnership, consultants, finance, and other resources.  
- Support the health officer to monitor every single program activity for learning purpose for stakeholders.  Apply lessons learnt on activity content, methods of conduction in the implementation of the following activity.
- Assure that the management and the administration of trainings is completed in time and contains key elements such as agenda, description of tools and methods, evaluation, and curriculum vitae of trainers;
- Support the health officer to monitor program immediate and long-term impacts for learning on aspects such as relevance, strategy, inputs, and processes. 
- Work effectively as team member in mid-term or program termination evaluation from design to report.
4. Monitoring Reporting
- Draft report on program activities and periodical progress report of program. Reports are submitted in time without having to rework. 
- Communicate/disseminate reports to stakeholders successfully for learning purpose. 
5. Soft part in program management
- Support the health officer to initiate, maintain and develop genuine partnership with program partners.  Correct error in partnership early and effectively. 
- Support team members in partnership development and consultant management when required.
6. Professional requirements
- Keep oneself updated of latest professional knowledge and practice (in the field of specialization)  
- Evaluate professional competency of domestic consultant to recommend consultant recruitment
7. Team and organisational management
- Maintain healthy teamwork among team members working in the same program component.  Inform colleagues about the quality of the progress of program including reporting;
- Be clear of responsibility and authority levels among administrative, financial and program staff working in the same programs. Check compatibility between narrative reports and financial reports of counterparts together with financial officer; Check detailed plans and purchasing decision of counterparts according to MCNV regulation and market price, comment and give feedback;
- Coordinate work plan and resources among administrative staff or team members working in the same program component effectively and efficiently.
- Develop and maintain a professional support network of national and international professional relations;
- Perform other tasks within the context of the HIV programs when needed.

Qualifications and requirements
- Academic qualification in a relevant field such as social science, public health, medicine, economics, anthropology
- Able and willing to travel regularly to projects and partners in and outside Hanoi
- Good communication skills in Vietnamese and English
- Good administrative skills and experience in office administration
- Some financial management experience at the level of office expenditure monitoring
- Excellent computer skills related to program administration and data management, willingness to learn new software when needed
- Interest in both drug use and HIV/AIDS
- Ability to communicate and work with people from diverse socio-economic and cultural backgrounds
- Ability to work independently and in a team, excellent communication skills within the team
- Having good references
- Willingness to learn and travel.

Experience
- Minimum 1-2 years related experience required.
- Experience with an NGO or development organization preferred.
- Development opportunities

- Availability: From July 2010 to February, 2012
