Health Officer

The Medical Committee Netherlands-Vietnam works on effective structural improvements in the health situation of groups who need it most in the Vietnamese society and in other Southeast Asian countries. They currently focus on the following core areas: HIV/AIDS and PMTCT, Evidence-based Planning & Management, Support to Training Institutions, Community-based Rehabilitation and Inclusive Education, Tuberculosis, Sport and Disability, Community Managed Health and Livelihood Development.
In Vietnam, MCNV has a representative office in Hanoi and two project offices in Dong Ha, Quang Tri province and Nha Trang, Khanh Hoa province, to manage the projects in those regions. At present MCNV supports a range of programs in 16 provinces.

Job summary: 
To provide technical and operational support to the program “Comprehensive PMTCT services for especially vulnerable women in Vietnam” and other programs or projects of HIV team of MCNV especially in remote mountainous areas in North Vietnam.

Tasks and Responsibilities:
- Programme Implementation and Monitoring
- Provide technical advice to counterparts and beneficiaries on medical and public health aspects of the program. Share literature and other technical information and contacts with counterparts.
- Facilitate planning meetings with the participation of stakeholders. Plans include technical, monitoring, PR & advocacy activities with detailed estimate of time, finance, human resources required.   Mobilize & organize resources well ahead of due activities. Assure stakeholders are well aware of programme progress, and their roles in programme implementation. 
- Together with the senior advisor provide advice, supportive supervision and technical support for counterparts, check if program activities are medically sound.
- Support and conduct operational research on PMTCT, sexual and reproductive health and livelihood among ethnic minorities
- Provide hands-on training and coaching to health counterparts when needed to improve the quality and quantity of care
- Solve problems relating to programme plans, partnership, consultants, finance, and other resources.  
- Monitor health programme activities for learning purpose for stakeholders.  Apply lessons learnt on activity content, methods of conduction in the implementation of the following activity.
- Assure that the management and the administration of trainings is completed in time and contains key elements such as agenda, description of tools and methods, evaluation, and curriculum vitae of trainers;
- Work effectively as team member in mid-term or programme termination evaluation from design to report.
- Work on the development of new national policies and guidelines on PMTCT with national authorities
- Monitoring Reporting
- Write analytical report on programme activities and periodical progress report of programme
- Comment on operational research papers and presentations
- Communicate/disseminate reports, presentations and articles to stakeholders successfully for learning purpose. 
- Provide effective support and coaching to team members and partners so that they can write reports on their part of work, meeting the requirements of MCNV and donors in terms of timeliness and quality of reports.
- Soft part in programme management
- Initiate, maintain and develop genuine partnership with programme partners.  Correct error in partnership early and effectively. 
- Make decisions on whether to use consultants or not through evaluation of workload and task requirements. 
- Manage consultants well from writing ToR, recruitment, contracting, monitoring & support, evaluation and feedback.  Draft and provide comments on narrative and consultancy reports; Work closely with international researchers
- Needs assessment for development
- Propose to senior advisor needs and opportunities to assess community needs for development to implement and extend programmes.

Team and organisational management:
- Contribute in maintenance a healthy teamwork among team members working in the same programme component.  Inform colleagues about the quality of the progress of program.
- Be clear of responsibility and authority levels among administrative, financial and programme staff working in the same programmes. 
- Check compatibility between narrative reports and financial reports of counterparts together with financial officer; Check detailed plans and purchasing decision of counterparts according to MCNV regulation and market price, comment and give feedback;
- Develop and maintain a professional support network of national and international professional relations;
- Perform other tasks within the context of the HIV programs when needed.

Qualifications and requirements
- Relevant academic qualifications (Medical or public health degree preferred)
- Vietnamese national
- Experience and interest in reproductive health and HIV/AIDS;
- Willingness to learn and travel frequently to remote areas;
- Practical experiences  and demonstrable skills in project administration and management;
- Excellent English writing and general communication skills;
- Experience leading and designing short-term training courses or facilitate workshops on familiar professional topics for partners and junior staff. 
- Experience working with consultants
- Ability to work independently and in a team;
- Interest in evidence based public health and research
- Interest in participatory approaches to health development planning;
- Result oriented working style.

Experience
Minimum 3 years related experience required. Experience in working with ethnic minorities and with an (I)NGO or development organization preferred.
