Health Program Coordinator

CARE in Vietnam is a Non-Government Organization representing the CARE International network. CARE in Vietnam is a creative and dynamic organization, working with Vietnamese partners in the sectors of health, rural development and disaster mitigation and preparedness.
CARE Vietnam is seeking a highly experienced and qualified Vietnamese for Health Program Coordinator (HPC) position. This is a senior manager in CARE Vietnam and oversee its varied portfolio under the health program.

Position Summary
The HPC will provide overall quality assurance, support and supervision to a team composed of  program and project managers, technical specialists and partners working across a range of health interventions and community based HIV/AIDS initiatives, sexual and reproductive health, and other public health issues particularly in relation to avian and pandemic influenza (API) and other emerging infectious diseases (EIDs).  The HPC will also be available to provide advice and support to health activities under CARE Vietnam’s rural development and emergency response programs.
The HPC will have technical and capacity development skills and experience in public health and in particular in HIV/AIDS and EIDs, and be able to lead the development of new project proposals in these areas. Demonstrated experience in community programming in remote and rural as well as urban areas, strong management and advocacy skills, experience in GIPA.

Main duties will include:
Program Coordination
- Coordinate the implementation of HIV/AIDS, API and health sector projects and program activities in an efficient and effective manner
- Support project staff to manage, monitor and evaluate the implementation of HIV/AIDS, API and other health  sector projects
- Assist project staff with the drafting and appraisal of quality project reports
- Coach, guide and support project staff and partners with the development of appropriate workplans and budgets (costed workplans)
- Assist senior HIV/AIDS and health sector staff to facilitate and coordinate regular meetings and cross-project learning opportunities between CARE project teams

Program Development
- Ensure quality design, monitoring and evaluation standards in HIV/AIDS, API & other health sector program development activities with a focus on adherence to CARE International programming principles and rights-based approaches to programming
- Lead and support the development of new concept papers and proposals that comply with CARE Vietnam’s programming priorities and strategic directions
- Facilitate, coach, mentor health program staff and partners in participatory methods for project design – seek to develop capacity within partner organizations for quality program development
- Investigate and pursue opportunities for program development in collaboration with partners and donors 

Representation and Liaison
- Assist the CD and Deputy Director Program to represent CARE Vietnam at inter-agency fora on HIV/AIDS, API & health sector program related matters
- Ensure that lessons learnt from CARE’s health sector program activities are appropriately shared within CARE, with key partners and other interested groups
- Expand and consolidate CARE Vietnam’s network of donor and like-minded organization contacts
- Provide timely feedback to the Country Director and Deputy Director Programs on HIV/AIDS, API & health sector strategic planning and policy issues

Administration and Human Resource Management
- Assist HR and administration staff to provide orientation and management support to new health sector program staff
- Promote the Greater Involvement of People Living with HIV/AIDS (GIPA) in CARE Vietnam’s activities
- Promote gender equity and diversity throughout the organization.
- Ensure the human resource management practices of CARE International in Viet Nam are appropriately adhered to.
- Actively contribute to a good team spirit in the health team

Selection criterias:
1. University and/ or advanced degree in fields relevant to public/community health.
2. A minimum of five years experience working in public health and in particular in HIV/AIDS and EIDs and at least three of them in management positions
3. Experience designing and implementing public health initiatives.
4. Good strategic planning skills
5. Demonstrated staff and partners capacity development skills
6. Comprehensive understanding of Greater Involvement of People Living with HIV/AIDS and community based programming.
7. Demonstrated innovative and dynamic approaches to programming
8. Experience working with ethnic minorities and other vulnerable groups.
9. Project and budget management or supervisory experience.
10. Demonstrated excellence in program development and design.
11. Excellent written and verbal communication skills in English.
12. Previous experience with international NGO or aid management organisations
13. Excellent representation, liaison and negotiation skills including fundraising skills
