Humanitarian Programme Officer
Oxfam Hong Kong (OHK) is a member of Oxfam International and an independent development and relief agency based in Hong Kong. It works with poor people regardless of race, sex, religion or politics in their struggle against poverty, distress and suffering. OHK has worked in Vietnam since 1988. It has the following vacancy in its Vietnam Office.

OHK is currently seeking a Vietnamese Humanitarian Programme Officer to support management and implementation of Disaster risk reduction, Climate change Adaptation in integration with Livelihood Programme, humanitarian response and preparedness, and to get involvement in inter-agency coordination mechanisms, advocacy for related issues under the programme interventions.
Reports to: Humanitarian Programme Coordinator
The post will be based in their Hanoi office with frequent travel in Vietnam and the region.
Key competencies
Job Specific Competencies
- Vietnamese national;
- University degree, preferably social science, related field or/and management;
- At least 5 years proven experience of managing development and humanitarian programme/project;
- Working experience with NGOs or international development organisation is preferable;
- Proven experience in programming work at grassroots level, especially experience in application of participatory approaches;
- Sound experience in resource management e.g. people, finances, assets;
- Good understanding and practical experience in application of equity issues (Gender and Diversity);
- Familiar with advocacy work at local and national level;
- Strong written and spoken English and Vietnamese;
- Research experience will be an asset;
- Good computer skills (writing and spreadsheet programs); and
- Able to travel (30-40% of total time) to programme/project areas. Relocate more than 2 - 3 months in the field according to the organisational requirements.

Terms and Conditions: This Hanoi-based position is offered on a two-year contract renewable, 2 months probation period at start of contract. Terms and conditions are as per OHK personnel policy.
Gross Annual Salary Full Range: US$ 15,945 to US$ 21,100
