Invitation of Local Consultants for SHWIP Project Evaluation

Plan Viet Nam is intends to find a national consultant team to support  evaluating the Plan Vietnam’s largest water, sanitation and hygiene project, funded by AusAID (SHWIP) in Quang Ngai province which is scheduled to finish in November 2010.

Purpose of the mission is:
a. Impact measurement and learning documentation
The L&S Project will form a comprehensive evaluation against the project goal, as well as provide specific research into key areas of learning and innovation. Other areas of enquiry will include the impact of the project on children, the poorest and most vulnerable, as well as strategies to sustain positive changes to people’s lives. b. Review and documentation of innovative approaches to WASH
The project has piloted a number of innovative approaches in WASH in the following 5 thematic areas:
- Pro-poor targeting
- Mobilising community and households through local authorities
- Low-cost sanitation models
- Communication and promotion of behaviour change
- Capacity building (of local institutions)

In-depth analysis of these key areas is needed in order to determine the impact, effectiveness and appropriateness of the approaches used in the SHWIP project, as well as the feasibility for scale up and/or adaptation for implementation elsewhere by Plan and other WASH actors, particularly within the Rural Water Supply and Sanitation National Target Programme III (RWSS NTP III). These studies would detail recommendations related to overcoming the challenges faced in introducing new approaches in the context of Quang Ngai and the suitability of adapting these approaches to other contexts in Viet Nam and, potentially, elsewhere in Asia. The results of this substantial evaluative process would be shared so as to benefit future Plan WASH programs, other NGO WASH activities, and the government’s RWSS NTP III.
