Liaison Officer

Handicap International France (HI F) is a non-governmental organisation created in 1982. HI mission is to assist people in situations of disability or vulnerability, whatever may be the underlying cause and environment. This is done through the implementation of multidisciplinary programmes concerning prevention, treatment, empowerment, integration and emergency intervention. HI has worked in Vietnam since 2001 and is developing projects targeting people living with disabilities, extremely vulnerable persons and persons living with HIV or AIDS.

“Inclusive education” Liaison Officer (LO)
Based in Hanoi (frequent missions in Bac Kan and other provinces)

Responsibilities:
1) Under the responsibility of the Project Manager (PM) Inclusive Education – Bac Kan, the LO works closely in the frame of Bac Kan project:
- Responsible of the follow-up of the consortium with Save the Children in Vietnam (SCiV)
- Prepare in cooperation with SCiV and PM activities with a shared responsibility (HI-SCiV):
- Organize and lead weekly meetings with SCiV
- Ensure the follow-up analysis of the consortium and report continuously to PM
- Propose improvement of partnership with SCiV on daily and long term modes
- Work on first preparation for all tasks related to the Bac Kan project needed in Hanoi (consultancies, development of tools, devices for CwD, contracts…
- Upon skills, the LO could participate to the technical advisement to SCiV regarding HI work
- Participate to project and activities evaluations, follow-up and reporting
2) Participate to Inclusive Education and Disability national networks under the technical responsibility of PM:
- Meetings with other NGOs and agencies (for example Hanoi University) in Hanoi:
- Plan project activities
- Ensure the participation of HI in discussion groups, conferences, related to inclusive education or disability issues, in order to be informed about and have a voice in actual developments in the fields that are interesting for the project
- Participate to researches work on IE and disability HI is developing
3) Responsible for HI program development in IE projects in other provinces:
- Ensure the link with Da-Nang partners on a terminated grant and the follow-up of possible new development (reporting/proposal, technical link notably with UNICEF and Da-Nang relevant authorities, fundraising)

Requirements:
- Vietnamese National fluent in English (knowledge of French is an asset)
- Sound knowledge of inclusive education
- Networking skills
- At least 5 years professional experience with an international organisation or NGO, preferable in the field of (inclusive) education or disability
- Experience of project coordination/management
- Degree in education, special needs education, inclusive education, social work or in a related field
- Report writing skills (in Vietnamese and English)
- Can work autonomously, under pressure and meet deadlines
