Relationships
This position reports to and is supervised by the Operations Manager. S/he will work closely with the Program team in Vietnam, and other FHF Vietnam partners.

Job Summary
The position will work directly with the program Operations Manager to review and improve the existing monitoring and evaluation (M&E) system. This will be done through consultations with project teams, partners and project beneficiaries to ensure relevance and effectiveness of monitoring tools, required data and level of analysis to support program learning, progress monitoring and impact evaluation. 

Main tasks & responsibilities
1. Project and Program Monitoring
- Work closely with relevant staff to design and establish appropriate Monitoring and Evaluation (M&E) system and tools to examine program / project progress and impact.
- Identify training needs for program and partner staff on M&E and cross-cutting issues
- Organise and where appropriate facilitate training with project staff and partners, in M&E skills, cross-cutting issues/themes.
- Work with FHFVN Operation Manager and relevant Project Managers to review and/or develop Monitoring and Evaluation plans for all existing projects, in accordance with the FHF Monitoring and Evaluation Framework.
- Conduct regular project visits to ensure project activities are being implemented in accordance with the M&E plan; and to identify where and how M&E practice requires improvement and investment.
- Establish and maintain program monitoring database
- Ensure up-to-date filing of soft/hard copy project reports and other documentation (e.g. lessons learned, reviews, assessments etc).
- Review and lead FHF support to partners to establish an effective and appropriate Cataract Surgery Outcome Monitoring System.
- Review regular project reporting with Operations Manager.

2. Project/Program Design
- Work with project teams to develop the logical framework and M&E matrix for new project designs. Particular support will be provided by the M&E Officer in the areas of the objective hierarchy, indicators and monitoring activities to ensure measurement of progress and impact.
- Provide program data and lessons learned from the Program Monitoring database to inform project design
- Support assessment activities to inform new project designs.

3. Review and Evaluation
- Review the quality of existing social and economic data in the project area, the methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluation.
- Document and disseminate data, lessons learned, good practices, and statistical and qualitative evidence as necessary.
- Support the design and implementation of baseline, review and other survey or evaluation activities as required;
- Co-ordinate necessary technical inputs for midterm review and final evaluation, e.g. identifying external evaluators.
- Work with project teams to develop Terms of Reference (TOR) for specific project / evaluation studies.
- Participate in all evaluation activities of FHF VN.
- Ensure distribution and sharing of evaluation/review findings and recommendations to relevant stakeholders
- Follow-up with project teams on actions taken on recommendations from evaluation/review
- With the Operations Manager, design and lead (or facilitate) Annual Operations Review of FHF VN Program.

4. Cross-cutting Issues
- Support implementation of FHF policies on cross-cutting issues including gender, disability, child protection within VN program.
- Ensure cross-cutting issues are mainstreamed/ integrated within the program and individual projects (including within M&E frameworks and project needs assessment).

5. Other
- Build and maintain positive relationships with colleagues, and project partners.
- Undertake any other reasonable duties as may be requested from time to time.
- Produce other M&E reports as required.

Selection Criteria and qualifications
The following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on the job training:
- Committed to The Fred Hollows Foundation’s Mission and Values
- Experience in participatory assessment, monitoring and evaluation is required.
- Experience using logical framework structures for M&E
- Experience with complex, multi-faceted projects is desirable.
- Ability to develop and carry out work plans and solve problems independently.
- Strong presentation, training and report writing skills.
- Strong organizational, computer skills including MS Office, Power Point, Excel, and database skills.
- Excellent interpersonal and communication skills.
- Demonstrated ability to work with a minimum of supervision, exercise judgment, meet deadlines and work under pressure.
- Fluency in English and Vietnamese languages.
- Willingness to travel within Vietnam, and some international as required
