Monitoring Officer

Oxfam-Québec is a Canadian NGO working in Viet Nam for the past 15 years. Its’ mandate is to support capacity-building in the areas of rural development, anti-human trafficking, and business development services for MSME within the emerging non-governmental sector as well as mass organizations. It is committed to the development of civil society and the equality of women and also provides Canadian technical support through consultants and volunteers.

Oxfam-Québec is the implementing agency responsible for five-year project entitled “Rural Enterprise Expansion Project” (REEP), funded by the Canadian International Development Agency (CIDA). REEP is implemented in the provinces of Hai Duong, Quang Ninh and Thanh Hoa, for a period of 9/2004-12/2010. The purpose of this project is to support growth among Micro, Small and Medium Enterprises and to facilitate their access to formal economy and markets.

In order to support the implementation of this project, Oxfam-Québec is looking for a Vietnamese Monitoring Officer.

Job Summary:
The Monitoring Officer is responsible for ongoing monitoring and evaluation of the performance of the REEP project in accordance with results-based monitoring (RBM) principles.

Main responsibilities:
- Collaborate with the project personnel and provincial partners in implementing the REEP’s results monitoring framework;
- Collect and analyze data on project results through document review, consultation with REEP Project Officers and interviews with project partners and representative MSME in the target provinces using REEP’s baseline study and results indicators as reference tools;
- Compile information on the results of REEP’s support to project partners and target MSME in the three target provinces;
- In collaboration with REEP Project Officers, follow up on project activities held in target provinces and monitor the application of the project’s gender mainstreaming strategies;
- In collaboration with REEP Project Officers, compile lessons learnt with regard to project implementation and the degree of results achievement, taking into account REEP’s cross-cutting gender dimension;
- Collaborate with project staff and partners in writing annual and semi-annual project performance reports;
- In collaboration with REEP Project Officers, provide support to project partners in applying RBM monitoring and evaluation frameworks;
- Perform any other related tasks as needed.

Qualification and experience requirement:
- Advanced university degree in related field, preferably in development, business or economics.
- Extensive experience in project monitoring and evaluation in an international development context;
- Good understanding of business development services;
- Good knowledge of results-based management (RBM);
- Good understanding of general development issues and gender mainstreaming;
- Strong ability to analyze and solve problems;
- High level of initiative and good self-organization;
- Ability to work collaboratively with a team spirit and to transfer knowledge in a capacity building context;
- Ability to deal with pressure and deadlines;
- Ability to travel regularly to project sites in Hai Duong, Quang Ninh, and Thanh Hoa provinces
- Strong written and spoken Vietnamese and English;
- Good computer skills in Word, PowerPoint.
