National Consultant in Carrying Out Survey Baseline of Institutional Framework, Systems and Practices of Public Service Delivery (PSD) Mechanisms in Library Sector
The project: “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness” (Public Administration Reform – PAR project) carried out by Vietnam Ministry of Home Affairs (MOHA) under sponsorship of UNDP and other donors contributing through One United Nations Fund. The project is planned to implement in 3 years (from April 2009 to April 2012) applied at Selected provincial People’s Committee and relevant Line Ministries
The project is comprised of 4 components with 8 outputs. In regards of Component 2.1 - Alternatives public service delivery reforms assessed and piloted, Ministry of Culture, Sports and Tourism (MoCST) in coordination with Ministry of Education and Training (MOET) and Ministry of Home Affairs (MOHA) will execute the component to ensure the project outputs being new PSD models designed and piloted in the arena of education, health and culture. In terms of culture, MoCST has chosen PSD models in libraries as the object of research. Libraries are a nation-wide PSD network from the central to local levels that deliver public services daily; the number of service beneficiaries is in mass scale with various groups in the society, including public officers, workers, pupils, students, retirees, farmers, etc.
The project is now seeking for a National Consultant for an activity of Component 2 executed in Ministry of Culture, Sport and Tourism MoCST. This position is on full – time, short-term base starting from 01 October 2009 with duration of about 30 days.
Duties
- Participate the workshop and finalize the Q4/2009 Work Plan.
- Develop an outline for a set of survey tools for PSD models in the library sector and finalize the set of tools.
- Participate surveys at selected agencies.
- Synthesize the survey results; Analyze and evaluate documents; Produce a draft evaluation report; Prepare for workshop.
- Report on the baseline of intuitional framework, systems and practices of PSD mechanisms in the library sector at selected areas. Propose new models for piloting
Experience and Qualifications
* Education:
Master degree and above in administration, economics, law, and state management.
* Experience:
- At least 10 years experience working in government agencies related to PAR.
- Practical experience in project management and supervision.
- Good analytical, comparative and synthesis skills; excellent presentation and writing skills.
- Ability to work independently, good skills of teamwork, team leadership, and communication in a multi-culture environment.
- Knowledge and experience in human resources.
- English competency (fluent in speaking and writing).
