National Consultant Research and Assess Public Service Delivery (PSD) Models in Training and Education and Provide Recommendations on New Models for State Public Agencies of Education and Training

The project: “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness” (Public Administration Reform – PAR project) carried out by Vietnam Ministry of Home Affairs (MOHA) under sponsorship of UNDP and other donors contributing through One United Nations Fund. The project is planned to implement in 3 years (from April 2009 to April 2012) applied at Selected provincial People’s Committee and relevant Line Ministries
The project is comprised of 4 components with 8 outputs. In regards of Component 2 - Alternatives public service delivery reforms assessed and piloted, the expected output is to assess and develop new Public Service Delivery (PSD) models in training and education in line with Vietnamese context as a moderate-income country. The outcome is significantly important in terms of  PSD agencies’ reform towards self-managed, self-responsible and improvement of  the quality of public services.
The project is now seeking for a National Consultant for an activity of Component 2. This position is on full – time, short-term base starting from 01 October 2009 with duration of about 30 days.
Duties
- Develop the Q4/2009 Action Plan (9-12/2009)
- Develop a set of criteria to assess the baseline of MOET’s PSD models.
- Survey and assess the baseline of institutional framework,  systems of regulations, procedures and practices of PSD mechanisms at MOET’s selected areas.
- Develop a draft report for analysis and independent evaluation of the survey results at selected agencies; and recommendations on a new model for MOET’s PSD.
- Present the draft report at workshop and seek feedbacks
- Finalize the review and analysis report.

Experience and Qualifications
* Education:
Master degree and above in economics, law, state administration, education, and similar disciplines.
* Experience:
- At least 10 years experience working in MOET’s agencies, or MOET’s training facilities.
- Knowledge and practical experience in organization and operations of PSD models in education and training.
- Good analytical, comparative skills, excellent presentation and writing skills.
- Experience in training, institutions and policy
- Good skills of teamwork, team leadership, and communication in a multi-culture environment.
- Knowledge and experience in government management in training and education.
