National Consultant - To Review the Institutional Framework and Practical Implementation of PAR Partnership (1st Phase)
The Ministry of Home Affairs (MOHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness”. The project consists of 4 main components as follows: 1) Public Administration Reform process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.
At present, the project is designed to support MOHA in developing the PAR partnership not only between Government and donor community but also within Government and especially between Government and other stakeholders, such as citizens, community of enterprises, NGOs and the private sectors (Component 4.1). In accordance with the AWP 2009 approved by UNDP and MOHA, The project will provide technical assistance (01 national consultant) to the Department of International Cooperation (MOHA) in implementing this activity.
