Natural Resources Management and Climate Change Specialist

Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of Natural Resources Management and Climate Change Specialist with Winrock’s Forestry and Natural Resource Management (FNRM) Unit. The responsibilities, duties, and qualifications are described in the attached position description. The position will be based in Cambodia, and is contingent upon receipt of donor funding.

POSITION DESCRIPTION

POSITION TITLE:     Natural Resources Management and Climate Change Specialist
LOCATION:     Phnom Penh, Cambodia
UNIT:    Forestry and Natural Resource Management (FNRM)
REPORTS TO:    Chief of Party

PROGRAM SUMMARY:
The Natural Resources Management and Climate Change Specialist will be part of a team working closely with USAID and the Royal Government of Cambodia (RGC) to provide technical assistance, training, material, and other resources as needed to improve food security through enhanced agricultural development and rational management of natural resources. The incumbent will develop and direct activities that shall build Cambodian capacity to: analyze the status and economic value of key natural resources, improve the enabling environment for sustainable resource use and conservation, institute improved monitoring and rational management of forest, fishery, water and land resources, and increase income from sustainable products and services.

Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:
- Serve as the lead technical advisor on issues relating to natural resource management (primarily forest, water and fisheries) within the context of climate change
- Work closely with RGC counterparts to develop local capacity to conduct economic valuations of key resources and apply the results to improved NRM strategies
- Oversee/lead efforts in the policy arena to improve the enabling environment that will promote community-based natural resource management efforts
- Develop cost effective means of monitoring the status of Cambodia’s productive natural resources
- Identify and develop opportunities for economic benefits derived from NRM and biodiversity conservation efforts, including CDM, REDD, etc.
- Ensure climate change considerations and issues are incorporated across program activities
- Provide substantial input to annual workplans, as well as quarterly, annual and final performance reports to the donor
- Other duties as assigned

QUALIFICATIONS AND BACKGROUND:
Education:      A graduate degree in natural resource management, environmental management, environmental economics, conservation, or related field. 
Work Experience:    At least ten years of NRM and biodiversity conservation sector expertise, especially related to economic valuation of resources and/or payment for ecosystem services.

- Experience working in these sectors in Southeast Asia, preferably in Cambodia.
- Demonstrated understanding and experience working with carbon markets, such as CDM and REDD.
- Proven experience in undertaking activities related to capacity building, improving policy and regulations, sustainable NRM practices, and data collection /monitoring of forests, water and wildlife resources.
- Experience incorporating climate change issues into NRM and biodiversity activities.

Skills:   
- Strong communication skills, both in writing and in interpersonal contexts.
- Ability to manage diverse, multi-cultural teams, creatively solve problems, and remain flexible.
- Strong computer skills, including Microsoft Excel, Word and Outlook.

Other:   
- Strong English writing and speaking skills.
- Proficiency in Khmer and knowledge of Cambodian working environment (particularly working closely with the RGC) is beneficial.
