Operation Manager

1. Background
Entrepreneurs du Monde (EDM) – Established in 1998 by associative law 1901, Entrepreneurs du Monde (EDM) is a French-based microfinance non-governmental organization (NGO) with a focus on improving economic conditions among the world’s poorest households by offering access to credit and savings. In its decade of existence, EDM is active in eight countries with 11 local partnerships and reaching over 20,000 families worldwide, translates to an impact of roughly 100,000 people. Functioning in both rural and urban settings, EDM has clients with an average daily income of $1 to $5 USD (Website: http://entrepreneursdumonde.org/).

Founded in 2007, the Chi Em program (“Chi Em” in Vietnamese means “sisters”) is a microfinance initiative administered by Entrepreneurs du Monde. Chi Em provides financial (loan) and non-financial services (training) to the ethnic minority communities in the mountainous areas of Vietnam following adapted ASA methodology. The program aims for financial and institutional sustainability and plans to register as a professional MFI under Decree No. 28 in the future. Currently the program is active 2 districts (Dien Bien and Muong Ang) in Dien Bien province.

2. Objectives of position
The objective of the Operation Manager is to supervise and put in place Chi Em microfinance activities in Dien Bien, which involves poverty reduction through financial and non-financial services. The Operation Manager will work in direct partnership with the local partners in Vietnam and the local team in Dien Bien on the tasks below.

3. Supervisor
The position will report directly to Program Manager of EDM in Vietnam.

4. Responsibilities and tasks
- Operation Responsibilities
- Supervise operation activities on the field.
- Monitor and develop loan products.
- Monitor and develop business development services (skills training).

Financial Responsibilities
- Provide monthly financial report to Program Manager (microfinance ratios and performance of Chi Em)
- Send monthly financial indicators and operation narrative report to Program Manager
- Revise Chi Em Activity Projections (provide projections of number of clients, staff, loan products, savings in Microfinance Excel Program)
- Communications/Public Relations
- Maintain/develop relationship with local partners, including:
Women’s Union
People’s Committee
Affair Foreign Office

Human Resources
Recruit/hire Chi Em staff on the field in Dien Bien province.
Organize and train field staff (operation officer, credit officer…)

5. Requirements:
- University Degree in economics, accounting or business administration or any other social science field.
- Hands on experience in credit and deposit operations.
- Determined personality with initiative, perseverance and the ability to motivate and manage a team.
- Demonstrate high level of ethical commitment and trustworthiness.
- Dynamic personality to be able to work and maintain good relations with different types of people and team spirit.
- Capability and willingness to take responsibility and highly developed sense of rectitude.
- Be a good trainer, facilitator, mentor, and coach.
- Very good communication and marketing skills.
- Good analytical and problem solving skills.
- Fluency in English/French, both written and speaking
- Must be willing  to travel to district frequently.

6. Other information
Net salary: from 400 usd – 600 usd (depend on the experiences of candidate).
2 return flights tickets to Hanoi/year.
