Procurement of International Consultant

The project: “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving PAR efficiency and effectiveness” (Public Administration Reform – PAR project) carried out by Vietnam Ministry of Home Affairs (MOHA) under sponsorship of UNDP and other donors contributing through One United Nations Fund. The project is planned to implement in 3 years (from April 2009 to April 2012) applied at Selected provincial People’s Committee and relevant Line Ministries

The project is comprised of 4 components with 8 outputs (please find more at DPO attached for reference)
Component 1: PAR process management and policy development strengthened
Component 2: Alternative public service delivery reforms assessed and piloted
Component 3:  Local government reform
Component 4: PAR communications system improved and PAR partnership strengthened

The project is now welcome Proposal for an International Consultant who is able to achieve project’s objective and expected deliverables/outputs with minimum education background and experiences as followed:

Education:
Master degree and above in economics, public administration reform, international development studies, management and similar disciplines preferred but not essential.

Experience:
- At least 10 years experience in working with countries in transition. Knowledge about and proven experience with Public Administration Reform. Previous work experience in Vietnam is an asset.
- Demonstrated managerial skills and competencies with experience in result-based management and result-oriented approach to project implementation, including monitoring and evaluation.
- Analytical capacities and excellent oral and written  presentation and communication skills, maturity and confidence in dealing with senior and high ranking officials of national and international institutions, government and non-government
- Familiar with practical application of gender issues and concept.
- Knowledge of donor policies and funding modalities. Familiarity with UNDP procedures and programming practices is an asset.
- Familiar with Official Development Assistance (Particularly technical assistance) concepts/projects/activities and/ or with a major international technical development agency will also be an asset.
- Institutional, training and policy dimensions will have play a significant role in the professional profile, either in an academic or operating setting.
- Proven skills to lead/work in a team and communicate in a multi-culture environment.
- Knowledge and experiences in human resource management;
- Understanding of organizational structure, functions of Vietnamese government agencies is preferred but not essential.

Language Requirements:
Full proficiency in both spoken and written English
