Program Coordinator – Monitoring and Quality Assurance and Improvement; Program Officer – Care and Treatment; Program Officer – Laboratory Science

 

FAMILY HEALTH INTERNATIONAL (FHI) is an international non-governmental organization that works with the Vietnam Ministry of Health, other ministries, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese population, particularly vulnerable and disenfranchised groups. FHI is currently building the capacity of local organizations in HIV/AIDS prevention, care, and treatment; clinical research for the development of vaccines and drugs for infectious diseases; tobacco control; and laboratory strengthening.
We are currently seeking qualified, experienced and highly motivated Vietnamese national to join FHI/Vietnam for the following positions based in Hanoi:
1. Program Coordinator – Monitoring and Quality Assurance and Improvement
The position will be responsible for monitoring and quality assurance/quality improvement activities to ensure that all FHI project interventions are appropriately monitored and undergo systematic quality assurance/quality improvement reviews.

Main responsibilities:
- Develop and oversee the implementation of QA/QI plans to ensure the progress and quality of projects/activities; Manage expansion of QA/QI system to other partners.
- Review and formulate the monitoring and evaluation (M&E) plans for all sub-agreements and projects/activities supported by FHI.
- Assume responsibility for compiling quarterly, semi-annual and annual reports; monitor and analyze implementing agency reports to assure adherence to the approved annual work plan.
- The successful candidate will have the following qualifications and abilities:
- Master’s degree in social sciences or public health, or equivalent years of experience.
- Demonstrated knowledge and experience of M&E, quality assurance and program/project development.
- Ability to analyze data and supervise projects, set priorities and plan for the successful implementation of programs.

2. Program Officer – Care and Treatment
The position will be responsible for supporting the FHI/Vietnam Country Program in the area of comprehensive HIV/AIDS care, support and treatment including antiretroviral therapy (ART) and opportunistic infections (OIs) treatment and prophylaxis. In addition, the position will be a focal point for one technical area either (1) Nutrition including therapeutic food for PLHIV or (2) Sexual and Reproductive Health (SRH) for PLHIV.

Main responsibilities:
- Develop, manage, and monitor comprehensive HIV/AIDS care, support, and treatment projects supported by FHI.
- Provide technical and programmatic leadership and assist FHI staff and its implementing agencies (IAs) in the design, implementation, monitoring and evaluation of care, support and treatment projects.
- The successful candidates will have the following qualifications and abilities:
- Medical doctor, preference for specialization in infectious diseases with knowledge of HIV clinical care and ARV treatment; Master’s degree in Public Health or Social Science or related field is a plus.
- Two years or comparable professional experience in providing medical care, preferably to PLHIV.
- Demonstrated skills and knowledge in holistic and client-centered care

3. Program Officer – Laboratory Science
The position will be responsible for providing laboratory technical assistance, capacity building, training, and quality assessment services to clinical laboratories associated with FHI.

Main responsibilities:
- Work closely with FHI regional and global laboratory sciences staff and clinical research staff to provide technical assistance, quality assessment, and capacity building services to ensure and enhance the quality of laboratory services associated with FHI program and research areas.
- Responsible for developing, planning, and implementing continuous improvement initiatives upon request to build laboratory capacity and quality with reference to accepted national and international standards and requirements
- The successful candidate will have the following qualifications and abilities:
- Medical Doctor or Masters Degree in biological or laboratory sciences within a clinical or diagnostic discipline, PhD or Master’s degree in Public Health is a plus.
- Three years related work experience in clinical laboratory including experience with laboratory quality control and quality assurance systems and implementation.
- General requirements for all positions:
- Experience and knowledge in health or development programs, preferably in the area of the specific position
- Ability and enthusiasm to learn new areas and willingness to contribute to a dynamic team.  
- Excellent written and oral communication skills in both Vietnamese and English.
- Experience with computers, including word processing, spreadsheets, and the Internet.
- Work experience with NGOs/INGOs is preferred but not mandatory.
