Program Coordinator; Senior Program Officer; Program Officers

FAMILY HEALTH INTERNATIONAL (FHI) is an international non-governmental organization that works with the Vietnam Ministry of Health, other ministries, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese population, particularly vulnerable and disenfranchised groups. FHI is currently building the capacity of local organizations in HIV/AIDS prevention, care, and treatment; clinical research for the development of vaccines and drugs for infectious diseases; tobacco control; and laboratory strengthening.
We are currently seeking qualified, experienced and highly motivated Vietnamese national to join FHI/Vietnam for the following positions based in Hanoi:

1. Program Coordinator – Monitoring and Quality Assurance and Improvement
The position will be responsible for monitoring and quality assurance/quality improvement activities to ensure that all FHI project interventions are appropriately monitored and undergo systematic quality assurance/quality improvement reviews.
Main responsibilities:
- Develop and oversee the implementation of QA/QI plans to ensure the progress and quality of projects/activities; Manage expansion of QA/QI system to other partners.
- Review and formulate the monitoring and evaluation (M&E) plans for all sub-agreements and projects/activities supported by FHI.
- Assume responsibility for compiling quarterly, semi-annual and annual reports; monitor and analyze implementing agency reports to assure adherence to the approved annual work plan.
- The successful candidate will have the following qualifications and abilities:
- Master’s degree in social sciences or public health, or equivalent years of experience.
- Demonstrated knowledge and experience of M&E, quality assurance and program/project development.
- Ability to analyze data and supervise projects, set priorities and plan for the successful implementation of programs.

2. Senior Program Officer – Drug Use Program, Behavioral Interventions and Vocational Rehabilitation
The position will be responsible for supporting the management and coordinating the implementation of interventions for drug users supported by FHI, including peer education/community outreach; drug addiction counseling; case management; social support and vocational rehabilitation.
Main responsibilities:
- Coordinating and working with implementing partners/agencies in project design, proposal development, contractual agreements; and the provision of monitoring, and project evaluations in the area of drug user interventions.
- Provide technical assistance and take leadership in monitoring project activities to ensure that they are implemented in a systematic and timely manner to follow work plan targets, achieve technical requirements and complete deliverables in accordance with subproject agreements and budgets.
- The successful candidate will have the following qualifications and abilities:
- Master degrees in Public Health, Social Sciences or related fields or equivalent years of experience.
- At least three years of experience in health or development programs, preferably with focus on HIV/AIDS prevention and interventions.
 
3. Program Officer – Care and Treatment
The position will be responsible for supporting the FHI/Vietnam Country Program in the area of comprehensive HIV/AIDS care, support and treatment including antiretroviral therapy (ART) and opportunistic infections (OIs) treatment and prophylaxis. In addition, the position will be a focal point for one technical area either (1) Nutrition including therapeutic food for PLHIV or (2) Sexual and Reproductive Health (SRH) for PLHIV.
Main responsibilities:
- Develop, manage, and monitor comprehensive HIV/AIDS care, support, and treatment projects supported by FHI.
- Provide technical and programmatic leadership and assist FHI staff and its implementing agencies (IAs) in the design, implementation, monitoring and evaluation of care, support and treatment projects.
- The successful candidates will have the following qualifications and abilities:
- Medical doctor, preference for specialization in infectious diseases with knowledge of HIV clinical care and ARV treatment; Master’s degree in Public Health or Social Science or related field is a plus.
- Two years or comparable professional experience in providing medical care, preferably to PLHIV.
- Demonstrated skills and knowledge in holistic and client-centered care

4. Program Officer – Voluntary Counseling and Testing
The position will be responsible for supporting and monitoring HIV Voluntary Counseling & Testing (VCT) programs supported by FHI/Vietnam.
Main responsibilities:
- Work with implementing agencies to develop sub-agreements and other contractual documents related to HIV/AIDS counseling and testing.
- Provide technical guidance, management and capacity building supports to provincial implementing agencies in the design, implementation, monitoring and evaluation of VCT program activities.
- The successful candidates will have the following qualifications and abilities:
- Medical or social science background, preferably a Masters degree in social sciences or public health.
- Two years of experience in health or development programs, preferably with focus on VCT service.

General requirements for all positions:
- Experience and knowledge in health or development programs, preferably in the area of the specific position.
- Ability and enthusiasm to learn new areas and willingness to contribute to a dynamic team. 
- Excellent written and oral communication skills in both Vietnamese and English.
- Experience with computers, including word processing, spreadsheets, and the Internet.
- Work experience with NGOs/INGOs is preferred but not mandatory.
