Program Officer/ Drug Use Program – Treatment and Capacity Building

FAMILY HEALTH INTERNATIONAL (FHI) is an international non-governmental organization that works with the Vietnam Ministry of Health, other ministries, provincial health services, and local non-government organizations to promote the health and well-being of the Vietnamese population, particularly vulnerable and disenfranchised groups. FHI is currently building the capacity of local organizations in HIV/AIDS prevention, care, and treatment; clinical research for the development of vaccines and drugs for infectious diseases; tobacco control; and laboratory strengthening.

They are currently recruiting qualified and experienced Vietnamese nationals for the following position to join our team in Hochiminh City:

Program Officer/ Drug Use Program – Treatment and Capacity Building

The position will be responsible for supporting the monitoring and implementation of Methadone Maintenance Therapy (MMT) and Palliative Care to ensure the quality of HIV prevention and care interventions and research for injection drug-using (IDU) populations.

Main responsibilities:
- Coordinate workplans and project development including technical and programmatic design with implementing agencies on MMT and palliative care.
- Coordinate and supervise program activities including training, capacity building, and mentoring. Work closely with local NGOs/INGOs on the implementation of capacity building in drug addiction counseling and relapse prevention.
- Ensures that sub-agreements and other contractual documents are completed, reviewed, approved, amended and filed in a systematic and timely fashion.
- Provide management guidance, support and technical assistance to ensure that projects follow work-plans, targets, achieve technical requirements and complete deliverables in accordance with FHI policies and procedures.

The successful candidate will have the following qualifications and abilities:
- Medical doctor (MD) preferably or a Masters Degree or equivalent experience in social sciences or public health field.
- Two years experience in the designing and implementation of HIV prevention and care programs for injection drug users, including the introduction of ARV and MMT in developing countries.
Knowledge in health education and development programs and interventions in Vietnam.
- Ability to handle multiple tasks simultaneously, prioritize and respond in a timely manner.
- Strong interpersonal skills and demonstrated ability to transfer knowledge and skills with a culturally-sensitive approach to local counterpart organizations to build in-country capacity in treatment, care and support for HIV and injection drug users.
- Ability and enthusiasm to learn new areas and willingness to contribute to a dynamic team. 
- Excellent written and oral communication skills in both Vietnamese and English.
- Experience with computers, including word processing, spreadsheets, and the Internet.
- Work experience with NGOs/INGOs is preferred but not mandatory.
