Programme Coordinator

Oxfam America is an international relief and development organization with regional offices worldwide. Its mission is to find long-term solutions to global poverty and injustice. The East Asia Regional Office is currently seeking a skilled and motivated individual to join the team as Program Coordinator with focus on livelihood security. This position is part of a team responsible for a portfolio of initiatives in livelihoods and community finance across the lower Mekong Region. The position is based in Phnom Penh, Cambodia.

SUMMARIZED PRIMARY RESPONSIBILITIES
The Program Coordinator’s work is guided by Oxfam America’s strategic planning that is centered on achieving significant positive impact on the livelihoods of the rural poor in the lower Mekong Region. The core of the program involves working with partner organizations intent on supporting village self-help groups across Cambodia and several other countries in the region to set up savings-led community finance to encourage extension of the System of Rice Intensification (SRI) as a means to improving livelihood security and women’s leadership.

The Position will ensure the program continues to compliment government strategies and at the same time positive collaboration with partner organizations, other donors and the private sector.
Critical amongst the accountabilities of the position will be to ensure monitoring, analysis, reporting and knowledge management of the program to international standards so that the program can credibly contribute to Oxfam initiatives and international development forums worldwide.

MINIMUM REQUIREMENTS

Education 
A Master’s degree in development economics, management, social, agricultural or environmental science, or relevant fields.

Experience and core competencies
1. At least five years demonstrable experience in rural development, agricultural extension, community finance or organizational development.
2. Proven experience in program development, team management, and ability to work in a multicultural environment, communicating readily and sharing learning.
3. Strong understanding and experience in rural development, economic development or related field.
4. Experiences in supporting women’s leadership. 
5. Demonstrable analytical skills on sustainable development issues.
6. Interest in economic development and social change; demonstrable, effective experience in gender issues.
7. Prepared to undertake extensive travel; up to 30 percent of time.
8. Proficiency in one or more of Khmer, Vietnamese or other languages of the Mekong region. Excellent command of written and spoken English.
