Programme Officer

VVAF first returned to Vietnam in 1981 when the first of many delegations arrived to engage discussions with the government of Vietnam on issues of common concern, and to begin the long slow road to healing and reconciliation.  In 1994, with the lifting of the US embargo against Vietnam, VVAF quickly established a representative office in Hanoi, and have been active in humanitarian assistance programs continuously since that time. Their involvement has grown substantially since then, and by mid 2009, VVAF have been active in 18 provinces with a variety of assistance programs.One of the signature programs of VVAF implemented in partnership with the Ministry of Health since 1994 is providing support for orthotic rehabilitation and skills training to provide orthotic devices and other solutions for those whose mobility is impaired and recently another support for mental health issues. 

In 2006, to continue its efforts in providing assistance to people with disabilities including people reportedly affected by dioxin in Vietnam, VVAF developed a program called “Dioxin Resolution Initiative for Vietnam (DRIVE)”. Phase I was implemented in eleven provinces of Thai Binh, Nam Dinh, Ninh Binh, Quang Tri, Thua Thien Hue,  Quang Nam, Da Nang, Quang Ngai, Binh Dinh, Dong Nai and Can Tho. >From October 2008, the Project DRIVE phase II has been approved with the aim of enhancing its services in 6 provinces of Phase I including Thai Binh, Nam Dinh, Ninh Binh, Thua Thien Hue, Da Nang and Quang Nam. The goal of the the project is to increase the living standards and promoting inclusion of people with disabilities, residents of dioxin hotspot areas and war legacy victims and to contribute to Vietnam’s development through a cross-sectoral approach (health care, vocational training, and social inclusion).We are now seeking motivated and qualified candidate to fill the Program Officer position of this program.

Duty Station: Hanoi with significant nationwide travel
Duration of Assignment: 01 Year with possibility of extension              

Duties and responsibilities:
- Work closely with Program Manager (PM) to prepare action plans for each province
- Provide guidance, support and supervise DRIVE program implementing partners concerning implementation of DRIVE activities in the provinces
- Advise the Program Manager of changed or newly discovered circumstances which might require DRIVE Program intervention, and provide recommendations to the PM as to methods of intervention
- Prepare regular reports of DRIVE activities
- Participate in the Disability Forum and any other Vietnamese membership organizations which advance the rights of the disabled.
- Assist with evaluation of projects when necessary.
- Facilitate and/or attend self help groups trainings and workshops.

Qualifications requirements:
- Bachelor degree in social science or other related fields
- Experience in humanitarian programs and NGO’s work in Vietnam is preferable
- The ability to work with coalitions between VVAF and other organizations/ individuals working in the same area of operation.
- Ability to work independently and in a team
- The ability to establish and maintain of links and coalitions between VVAF self help groups and other disability organizations nationally and internationally.
- Good written and oral knowledge of English and Vietnamese.
