ANNUAL SALARY: Not-Ordinarily Resident (holding diplomatic passport): US$57,678 (Starting salary)

LENGTH OF HIRE:    Long-term.  Actual filling of the position is contingent upon the availability of funds.
The Embassy of the United States of America in Hanoi is seeking an individual for employment for the Program Officer position in its Health and Human Services/Centers for Disease Control and Prevention (HHS/CDC).

BASIC FUNCTION OF THE POSITION
Incumbent of this position will have a senior leadership role serving as the Influenza Program Officer, organizing, implementing, coordinating and supervising CDC-supported program activities related to influenza, including seasonal influenza, avian influenza, and pandemic influenza in humans and animals. Incumbent will represent CDC in meetings with the Government of Vietnam and international experts, and provide implementation guidance and technical support to Vietnam counterparts funded through four U.S. Government Cooperative Agreements to accomplish these functions. Incumbent will act as an integral part of the CDC Influenza Program team to provide expert technical assistance, oversight, management and evaluation to programs that are supported through U.S. Government funding in Vietnam.

QUALIFICATION REQUIREMENTS
All applicants are instructed to address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. Doctorate level degree or equivalent in field of medicine, veterinary medicine, pharmacy, or a public health related field is required.
2. Must have at least 5 years of work in internationally funded projects.
3. Must have working knowledge of project management and the principles of public health, disease surveillance and investigation, epidemiological approach, and statistical analysis.  Must have familiarity with the health care system in Vietnam and the Ministries of Health and Agriculture, their structure, organization, and politics.  Knowledge of infectious disease is required.
4. Strong interpersonal skills with the ability to develop effective working relationships with international, national, provincial, and local partners are required. Ability to support logistical arrangements, including coordination of meetings and trainings and workshops when needed; ability to compile information and write routine and technical reports is required.
5. Level 3 (Good working knowledge) Speaking/Reading/Writing English is required (this will be tested). Level 4 (Fluent) Speaking/Reading/Writing Vietnamese is required.

SELECTION PROCESS
When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that candidates address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA
1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
2. Current Ordinarily Resident employees serving a probationary period and/or have not completed six months of employment with the Mission are not eligible to apply.
3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
6. The candidate must be able to obtain and hold post security clearance.
