Scope
The International Federation of Red Cross and Red Crescent Societies, a global humanitarian organization, seeks to appoint a programme officer for the Viet Nam country office in Hanoi. Under the supervision of the IFRC operation manager, the programme officer will be responsible for supporting the VNRC, at headquarters and field level, in the timely and effective planning, implementation, monitoring and evaluation of the Typhoon Ketsana Operations. The operation starts from October 2009, and will complete in September 2010.
General key tasks and responsibilities
1. Work closely with the different departments from VNRC Headquarters on the planning, implementation and monitoring of the relief objectives.
2. Act as a focal point for VNRC staff and volunteers at province, district and commune level in every step of the operation. The collection of updated data from the VNRC chapters is one of the programme officer responsibilities.
3. Go on the field whenever it is necessary to follow, supervize and monitor relief and recovery activities together with VNRC staff from the chapters.
4. Assist the VNRC in assessing and analyzing emerging needs and identifying existing gaps of the operation and putting forward recommendations to Operations Manager.
5. To prepare monthly, intermediate and final reports according to the IFRC requirements.
6. Attend meetings (on behalf of the operation manager if required) and liaise with other Red Cross partner activities and report back to the operations manager.

Qualification, experience and skills:
- University degree in social or economic studies, foreign languages or related field.
- Have at least 3 years of professional experience in project management and implementation of emergency or relief projects.
- Fluent in speaking and writing English. Good writing skills in English.
- Good computer skills; MS office (word, excel, PowerPoint).
- Understanding of development sector and the basic tools to work in this field (project cycle, logical framework approach, community based and participatory work techniques, etc).
- Knowledge and experience with Red Cross movement is appreciated but not a must.
- Willing to work following strict deadlines and ability to handle short time notice, work pressure.
- Experience in managing and leading teams.
- Experience in working for international organizations.
- Open-minded, good communication skills, team spirit and strong commitment with community development work are desired.
- Be available for frequent trips to the field.

Duties applicable to all staff
1. Actively work towards the achievement of the Federation Viet Nam country office’s goals.
2. Abide by and work in accordance with the Red Cross Red Crescent principles.
3. Perform other work-related tasks that may be assigned by the line manager.
