Programme Officers

Pact, an international NGO based in Washington, DC, aims to build the capacity of local organizations to meet pressing social needs in HIV/AIDS, livelihoods, and other sectors in dozens of countries around the world.

Pact Viet Nam’s program is currently focused on supporting the national HIV/AIDS response.  We provide USAID funding, technical assistance, and capacity building services support to NGOs implementing prevention, care and treatment interventions, as well as policy-level initiatives.  We are seeking three talented national individuals to join our dynamic team in Ha Noi in the roles of:
Program Officer, HIV/AIDS Prevention
Program Officer, HIV/AIDS Care and Treatment
Program Officer, Monitoring, Evaluation and Reporting

Under the supervision and direction of the Program Manager/Senior Program Officer in the related technical field, the Program Officer is responsible for providing management and technical support to Pact sub-partners: providing training and mentoring to build capacity, improve program quality and ensure compliance with donor requirements.  S/he will work with others on the Pact team to develop and operationalize monitoring and quality assurance/improvement tools, processes and systems to ensure Pact sub-partners implement quality programs.   In addition, s/he will work with the Program Manager to coordinate, collaborate and share resources with other donors and organizations and prepare and deliver presentations and written reports.

Desired Education, skills and qualities

Program Officer, HIV/AIDS Prevention
- Masters degree in public health or a related social science
- At least 3 years experience in the HIV/AIDS prevention field
- Proven professional experience in some of the following areas:
- Behavior change communications
- Peer outreach approaches
- Programming with at least one of the following risk groups: men who have sex with men, commercial sex workers, injecting drug users, vulnerable youth
- Familiarity with the full continuum of HIV/AIDS prevention, care, and treatment programming
- Significant experience in program design, implementation, monitoring and evaluation

Program Officer, HIV/AIDS Care and Treatment
- Medical degree or Masters degree in public health or a related social science
- Minimum of 3 years HIV/AIDS programming experience or related field
- Familiarity with the full continuum of HIV/AIDS prevention, care, and treatment programming
- Significant experience in program design, implementation, monitoring and evaluation
- Proven professional experience in some of following areas:
- Anti-retroviral Therapy
- PMTCT
- Community- and facility-based care and support programming for PLHIV and their families
- Support programming for orphaned and vulnerable children  (OVC)
- Palliative care
- Case management
- SRH-HIV integration
- Prevention with Positive People
- Psychological support to traumatized children

Program Officer Monitoring, Evaluation and Reporting
- Bachelor or Master degree in the social, behavioral or health sciences
- Minimum of 3 years experience in developing, implementing, monitoring and evaluation activities, preferably in the HIV/AIDS sector.
- Proven professional experience in some of following areas:
- Design and use of program monitoring tools
- Data quality management
- Database management
- Use of data for program improvement.
- Experience supporting the reporting requirements of major HIV/AIDS funding sources such as the U.S. Government or other bilateral donors, and/or the UN, preferred

- A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment
- Ability to work independently, take initiative and manage a variety of activities concurrently
- Ability to communicate technical issues effectively and persuasively
- Demonstrated ability to build partnerships with civil society organizations (local NGOs, CBOs)
- Demonstrated ability to manage multiple projects effectively, think analytically and take initiative in solving problems
- Experience with research design and implementation
- Strong training, facilitation and mentoring skills
- Advanced spoken and written English
- Excellent writing and presentation skills
- Relevant computer software skills
- Experience working in an international NGO context and managing programs funded by U.S. Government or other bilateral or UN donors a strong plus
